NOTE l: All Model S-2A airplanes and some Model S-2Sairplanes were equipped with a .035-inch wal thickness £light control stick at manufacture. Models S-lS, S-lT, S-2, S-2B and cert Model S-2S ailaes were manufactured with control sticks with a wal thickness greater than .035 inch, but could have .035-inch £light control sti eks installed through FAA-approved field modifcation. NOTE 2: This AD applies to each ailane identied in the preceding applicabilty provision, regardless of whether it has be en modifed, altered, or repaired in the area .subject to the requirements of this AD. For airlanes that have be en modified, altered, or repaired so that the performance of the requirements of this AD is affected, the owner / operator must request approval for an alternative method of compliance in accordance with paragraph (d) of this AD. The request should inc1ude an assessmeat of the effect of the modifcation, alteration, or repair on the unsafe condition addressedby' this AD; and; jf the unsafe condition has not been eliated, the request should inc1ude specific proposed actions to address it. Compliance: Required initially upon accumulating 1,000 hours tie-in-servce (TIS) or within_the next 25 hours TIS after the effective date of this AD, whicheve! occurs later, unless aleady accomplished, and thereafter as indicated in the body of this AD. - To pre~ent the inability to maneuver. the ailane becau~se of a cracked control stick, which, jf not detected and corrected, could result in loss of con tro L of the ailane, accomplish the followig: - (a) Inspect, using dye penetrant methods, the .035-imih wal thickness flght control stick for crackig in accordance with the ACCOMPLISHMENT INSTRUCTIONS sectio~ of Aviat Servce Bulleti (SB) No. 23, dated March 29, 1996. NOTE 3; Aviat SB NQ. 23, dated March 29, 1996, only references the Model S-2A ailanes. The procedures inc1uded in this service bulletin should be utilied for al of the ailanes affected by this AD. (l) If cracking is found, prior fo further flght, replace the .035-inch wal thckness flght control stick with one with a .058 inch wall thickness in accordance with the ACCOMPLISHMENT INSTRUCTIONS section of Aviat SB No. 23, dated March 29, 1996. _ (2) If no cracks are found, reinspect at intervals not to exceed 50 hours TIS. If crackig is found durig any repetitive inspection, prior to furter £light, accomplish the replacement specifed in pargraph (a)(l) of this AD.

(b) Replacing the .035-inch wall thickness flght control stick with one v:ith a .058-inch wal thickness in accordance with the ACCOMPLISHMENT INSTRUCTIONS section of Aviat SB No. 23, dated March 29, 1996, is considered termating action for the repetitive inspection requirement of this AD. This replacement may be accomplished at any tie, and must be accomplished prior to furter flght jf crackig is found as requir by paragraph (a)(l) of this AD. .(c) Special flght permts may be issued in accordance with sections 21. 197 and 21. L 99 of the Federal Aviation Regulations (14 CFR 21.197 and 21.199) to operate the ailane to a location where the requirements of this AD can be accomplished. (d) An alternative method of compliance or adjustment of the initial or repetitive compliance ties that provides an equivalent level of safety may be approved by the . For airplanes that have been modified, altered, or repaired so that the performance of the requirements of this AD is affected, the owner/operator must request approval for an alternative method of compliance in accordance with paragraph (e) of this AD. The request should include an assessment of the effect of the modifica-ion, alteration, or repair on the unsafe condition addressed by this AD; and, if the unsafe condition has not been eliminated, the request should include specific proposed actions to address it. eompliance: Required as indicated in the body ofthis AD. To prevent possible in-flight separation of the wing from the airpiane caused by a cracked aft lower fuselage wing attach fitting, accomplish the following: (a) Within 50 hours time-in-service (TIS) after October 3, 1997 (the effective date of AD 96-12-03 RI), unless already accomplished (compliance with either AD 96-12-03 RI or AD 96-12-03), and thereafter at intervals not to exceed 50 hours TIS, inspect the aft Iower fuselage wing attach fitting on both wings for cracks. Accomplish these inspections in accordance with the AeCOMPLISHMENT INSTRUeTIONS section of one of the following S8's: (1) A viat SB No. 25, dated April 3, 1996, Revised: November 12, 1996, Revised: November I I, 1997; (2) Aviat SB No. 25, dated April 3,1996, Revised: November 12,1996; or (3) Aviat SB No. 25, dated Apri! 3,1996. (b) If any cracked aft lower fuselage wing attach fitting is found during any inspection required by this AD, prior to further flight, modify the cracked aft lower fuselage wing attach fitting in accordance with the AeeOMPLISHIlENT INSTRUeTIONS section of one of the S8's referenced in paragraphs (a)(I), (a)(2), and (a)(3) of ¡his AD. Repetitive inspections are no longer necessary on an aft lower fuselage wing attachment fitting that was found cracked and has the referenced rnodification incorporated. (c) Modifying the aft Iower fuselage wing attach fitting on both wings in accordance with the AeeOMPLISHMENT INSTRUCTIONS section ofone of the S8's referenced in paragraphs (a)(I), (a)(2), and (a)(3) of this AD is considered tenninating action for the repetitive inspection requirement ofthis AD. Revision issued July 1996. 96-09-08 RI AVlT AIRCRA INC.: Amendment 39-9690; Docket No. 95-CE-101-AD. Revises AD 96-09- 08, Amendment 39-9584. Applicability: Models S-2A, S-2B, and S-2S Airplanes (formerly Pitts Models S-2A, S-2B, and S-2S airplanes), all serial numbers, certificated in any category. NOTE 1: This AD applies to each airplane identIed in the preceding applicabilty provision, regardless of whether it has been modified, altered, or repaired in the area subject to the requirements of this AD. For airplanes that have been modified, altered, or repairedso that the performanee of the requirements of this AD is affected, the ownerjoperator must use the authority provided in paragraph (d) of this AD to request approval from the FM. This approval may address either no action, if the current configuration eliminates the unsafe condition, or different actions necessary to address the unsafe condition described in this AD. Such a request should include an assessment of the effect of the changed configuration on the unsafe condition addressed by this AD. In no case does the presence of any modification, alteration, or repair remove any airplane from the applicability of this AD. Compliance: Required at the accumulation of 300 hours total time-in-servce (TIS), or within the next 25 hours TIS, whichever occurs later, and thereafter at intervals not to exceed 25 hours TIS, unless already accomplished in accordance with AD 96-09-08, effective date May 20, 1996 and corresponding Aviat Servce Bulletin (SB) No. 24, dated February 8, 1996. NOTE 2: The compliance time of this revised AD takes precedence over the compliance tie state d in Aviat SB No. 24, dated March 20, 1996. To prevent cracking and subsequent failure of the longerons resultig in possible loss of control of the airplane, accomplish the following: (a) Inspect (using a 10x magnifying glass) the longerons aft of the rear cabane strts for cracks in accordance with paragraphs 1.) through 5.) in the Aviat Servce Bulletin (SB) No. 24, dated March 20, 1996. If cracks are found during any inspection required by this AD, prior to furter flght, contact the Manager of the Denver Aircraft Certfication Office (ACO) for an approved repair scheme. (b) Prior to further flight, repair any cracks found in accordance with the approved repair scheme provided by the Denver ACO Manager. (c) Report the results of the initial inspection to the Manager of the Denver Aircraft Certfication Office (ACO), FM, Denver Aircraft Certification Office, 5440 Roslyn St., suite 133, Denver, Colorado, 80216, within 10 days of the inspection. The information provided should include airplane model number, serial number, registration number, location of cracks found, number of cracks, and total TIS. Reportng requirements have been approved by the Office of Management and Budget and assigned OMB control number 2120-0056. For airp1anes that have been modified, altered, or repaired so that the perfonnance of the requirements of this AD is affected, the owner/operator must request approval for an alternative method of compliance in accordance with paragraph (e) of this AD. The request should inc1ude an assessment of the effect of the modifica'ion, alteration, or repair on the unsafe condition addressed by this AD; and, ifthe unsafe condition has not been eliminated, the request should include specific proposed actions to address it. Compliance: Required as indicated in the body ofthis AD. To prevent possible in-flght separation of the wing from the airplane caused by a cracked aft lower fuselage wing attach fitting, accomp1ish the following: (a) Within 50 hours time-in-service (nS) after October 3, L 997 (the effective date of AD 96- 12-03 RI), unless already accomplished (compliance with either AD 96-12-03 RI or AD 96-12-03), and thereafter at intervals not to exceed 50 hours TIS, inspect the aft lower fuselage wing attach fitting on both wings for cracks. Accomplish these inspections in accordance with the ACCOMPLISHMENT INSTRUCTIONS section of one of the following SB's: (i) Aviat SB No. 25, dated April 3, 1996, Revised: November 12, 1996, Revised: November I 1,1997; (2) A viat SB No. 25, dated April 3, J 996, Revised: November 12, 1996; or (3) Aviat SB No. 25, dated April 3,1996. (b) If any cracked aft lower fuselage wing attach fitting is found during any inspection required by this AD, prior to further flight, modify the cracked aft lower fuselage wing attach fitting in accordance with the ACCOMPLISH1lENT INSTRUCTIONS section ofone of the SB's referenced in paragraphs (a)(I), (a)(2), and (a)(3) of this AD. Repetitive inspections are no longer necessar on an aft lower fuselage wing attachment fitting that was found cracked and has the referenced modification incorporated. (c) Modifying the aft lower fuselage wing attach fitting on both wings in accordance with the ACCOMPLISHMENT INSTRUCTIONS section ofone of the SB's referenced in paragraphs (a)(I), (a)(2), and (a)(3) of this AD is considered tenninating action for the repetitive inspection requirement of this AD. (d) Special flght peimits may be issued in accordance with sections 21.97 and 21.99 of the Federal Aviation Regulations (I4 CFR 2l. 97 and 21.99) to operate the airplane to a location where the requirements of this AD can be accomplished.
