B. Reason This Service Bulletin is being issued to inspect elevator and rudder hinge brackets in the bearing area for a rupture in the base material. This damage may have occurred during the manufacturing process and may exist on airplanes and spares listed in Section 1. A. Effectivity. C. Description NOTE *Only Model 95 airplanes may require both elevator and upper rudder hinge bracket inspections. Airplanes listed in Table 1 require visual inspection per Section 3.A. Accomplishment Instructions procedures. All other airplanes listed in Section 1. A. Effectivity will require a review of maintenance records to determine if the airplane has had elevator or rudder* hinge bracket(s), hinge assemblies, spar assemblies, or stabilizer assemblies obtained as replacement parts between February 2001 and December 2006. If so, an inspection of each hinge bracket is accomplished in the area of the hinge bearing. If a rupture of the base material in any hinge bracket(s) is found, the affected hinge assembly shall be replaced. Estimated man-hours for replacement of each outboard hinge half installation: 10.0 hours. Suggested number of men: 1 man. Accomplishment Instructions This Service Bulletin shall be accomplished as follows: NOTE Should any difficulty be encountered in accomplishing this Service Bulletin, contact Hawker Beechcraft Corporation at 1-800-429-5372 or 316-676-3140 for commercial aircraft, and appropriate headquarters for military aircraft. A. Airplane Observe all Warnings and Cautions contained in the aircraft manuals referenced in this Service Bulletin. Whenever any part of this system is dismantled, adjusted, repaired or renewed, detailed investigation must be made on completion to make sure that distortion, tools, rags or any other loose articles or foreign matter that could impede the free movement and safe operation of the system are not present, and that the systems and installations in the work area are clean. PART I NOTE *Only Model 95 airplanes may require both elevator and upper rudder hinge bracket inspections. Airplanes listed in Table 1 of Section 1.C. Description require visual inspection in accordance with PART II procedures. All other airplanes listed in Section 1. A. Effectivity will require a review of maintenance records to determine if the airplane has had elevator or rudder* hinge bracket(s), hinge assemblies, spar assemblies, or stabilizer assemblies obtained as replacement parts between February 2001 and December 2006. If so, an inspection of each hinge bracket is accomplished in the area of the hinge bearing in accordance with PART II procedures. SERVICE BULLETIN Issued: March, 2008 SB 55-3826 8 of 12 RECOMMENDED PART II (1) Remove all power from the airplane and disconnect the battery. Display warning notices prohibiting reconnection of airplane electrical power. (2) Visually inspect the center and outboard elevator hinges on both the left and right horizontal stabilizer (and upper hinge of the vertical stabilizer on Model 95) for a rupture of the base material in the dimpled area of hinge halves of the elevator hinge bracket(s). Refer to Figures 1 through 3 for illustrations of correctly-formed and incorrectly-formed hinges. (3) If there is no indication of a rupture of the base material in the dimpled area of the hinge halves, proceed to Steps (6) through (8). If there is indication of rupture of the base material in the dimpled area of the hinge halves, accomplish the following to replace the applicable parts: NOTE Maintenance procedures are typical for each bracket. Procedures are described for only one location. Repeat procedures for each hinge half that exhibits a rupture of the base material. (a) Remove the flight control surface in accordance with the appropriate chapter of the applicable airplane Maintenance or Shop Manual. (b) Drill out rivets securing the affected hinge bracket. (c) Remove the discrepant hinge half. Return discrepant hinge half (halves) to the address listed in Section 1. M. Warranty Credit to receive warranty credit for removed/replaced parts. (d) Dress out the hinge half rivet holes, as required, to ensure a smooth, clean surface is available for installation of rivets for the new hinge halves. Refer to the applicable Illustrated Parts Catalog (IPC) for the required replacement hinge half. NOTE Blind rivets [P/N CR-3253-4-X (MS20426-4-X)] of appropriate length may be used in areas where access cannot be gained to buck universal head rivets. Install blind rivets wet with EA-9309NA epoxy adhesive. (e) Install the hinge halves using the same type, length and diameter of rivets, except as indicated in the NOTE above, that were removed from the discrepant hinge half. (f) Repeat steps (3)(b) through (3)(e) for each hinge half that requires replacement. NOTE Control surface balancing is not required for accomplishment of this Service Bulletin procedure. (4) Install the flight control surface in accordance with the applicable airplane’s Maintenance or Shop Manual. (5) Functionally check each removed flight control surface for proper operation and freedom of movement. Refer to appropriate chapter of the applicable airplane Maintenance or Shop Manual. (6) Reconnect the airplane battery, remove warning notices and restore power. Spares Inspect spares stock for any discrepant hinge halves. Purge discrepant hinge halves and return to the address listed in Section 1. M. Warranty Credit to receive warranty credit. C. Record of Compliance Upon completion of this Service Bulletin, make an appropriate maintenance record entry.
