Single Engine Service Bulletin April 29, 1988 Cessna SEB88-3 TITLE HORIZONTAL STABILIZER ATTACHMENT REINFORCEMENT EFFECTIVITY Model P206, U206, 207, 210 and P210 Series Airplanes normally aspirated and Turbocharger models. Serial numbers . . P206-0420 thru P20600647 U206-0915 thru U20607020 20700001 thru 20700788 21058819 thru 21064897 T210-0198 thru T210-0454 P21000001 thru P21000834 PURPOSE To provide a modification that incorporates additional structural members on the horizontal stabilizer attach bulkhead and new stabilizer attach fittings for improved stabilizer attachment service life. COMPLIANCE Recommended, should be accomplished whenever loose rivets or cracks in the stabilizer attach bulkhead, doublers or fittings are discovered during routine 100 hour or annual inspections, or during equivalent inspections for airplanes utilizing the Cessna Progressive Care Inspection Program. APPROVAL FAA approval has been obtained on technical data in this publication that affects airplane type design. Dear Cessna Owner, A modification which provides new horizontal stabilizer attach fittings and additional structural members on the horizontal stabilizer attach bulkhead has been developed to provide improved stabilizer attachment service life. Compliance is recommended and should be accomplished whenever loose rivets or cracks in the stabilizer attach bulkhead, doublers or fittings are discovered during routine inspections. Please contact your Cessna Single Engine Dealer and arrange to have the modification accomplished. A. SK207-8 MODIFICATION INSTRUCTIONS: B. Remove stinger, elevator, stabilizer and vertical fin per 207 Service Manual. NOTE Discard existing AN4 bolts that attach stabilizer to bulkhead. New bolts are provided in this Service Kit for reinstallation of this stabilizer. Remove existing stabilizer attach fittings and install new attach fittings. (Refer to Figure 1.) 1. 2. 3. 4. Remove fitting Carefully drill out rivets from one existing fitting at locations (5, 6 & 8) using 0.161 drill bit. from spar assembly (7). Deburr holes. CAUTION DO NOT DAMAGE OR ENLARGE EXISTING RIVET HOLES IN STABILIZER SPAR ASSY. Attach one end of locator bar (4) to remaining exisiting fitting and the other end to the new fitting (3), using bolts and nuts (9). Align holes in spar with holes in new fitting and cleco in place. Secure new fitting (3) with rivets (5, 6 & 9). NOTE Any oversized or damaged holes may be re-drilled with 0.193 bit for oversized rivets (MS20470AD6-12, MS20470AD6-10 or MS20470AD6-9 as required). Repeat Steps 1 thru 3 for other side of spar to replace existing fitting with new one. Use locator bar (4) to maintain proper spacing between fittings. 5. Discard locator bar (4) and nuts (9). 2 ( SK207-8 C. Reinstall stabilizer, vertical fin, elevator and stinger. 1. 2. 3. 4. Reinstall stabilizer per 207 Service Manual. If gap exists between stabilizer attach bulkhead (1) and fittings (3), install washers (2) as required to shim the gap. NOTE Do not use bolt tension to draw bulkhead and fittings together. Reinstall remaining control surfaces and rig per applicable Service Manual. Inspect all hardware, fasteners and structure for damage or corrosion and correct as necessary. Reinstall stinger and fairings per applicable Service Manual. Make an entry in the Airplane Logbook stating this Service Kit has been installed. )

SK210-125 1. MODIFICATION OF STABILIZER ATTACH BULKHEAD A. Remove stinger, stabilizer fairings, vertical fin and horizontal stabilizer per appropriate Service Manual. Retain all components and hardware. Remove control surfaces, if required. B. Remove existing stabilizer attach fittings and install new attach fittings. C. D. 1. 2. 3. 4. 5. Carefully drill out existing rivets and remove and discard doublers (1) from fwd. and aft faces of bulkhead (5). Carefully inspect bulkhead (5) for cracks or damage. If repair- able cracks or damage is found, repair in accordance with Cessna Service Manual and F.A.R. PART 43. If patch is necessary, in- stall on fwd. face of bulkhead (5), allowing for installation of new doublers (9). Using an AN4 bolt for alignment, locate doublers (9) fore and aft on each side of bulkhead (5). Doublers will pick up five (5) existing holes that were used to attach removed doublers. Cleco the new doublers (9) in place at the end locations for rivets (6 & 8). Drill the remaining holds to 0.161 diameter for installation of 5/32 rivets and countersink holes (3) on the aft doubler. Install doublers (9) with rivets (3, 6, 7 & 8). Install rivets (4) on each side of plug hole left when removing doublers (1). 6. Inspect all fasteners and hardware and replace as necessary. Inspect fin and stabilizer attachments for corrosion and damage, and repair as required. Install horizontal stabilizer, vertical fin and any control surfaces removed. Refer to the appropriate Service Manual for installation of all components and rigging procedures.
