Eligibility
Participation in the bidding process is open to all manufacturers and suppliers of Flight Simulation Training Devices that have been approved by a civil aviation authority in an EU Member State. Bidders must provide evidence of compliance with JAR FSTD requirements.
Technical Specifications
The Flight Simulation Training Device must conform to specific technical requirements, including a hardware layout similar to the multi-engine aircraft operated by Diamond Aviation, an OEM glass-cockpit avionics suite, and the capability for instrument and navigation training. Submission Guidelines

Operational Programme I – Cohesion Policy 2007-2013 Investing in Competitiveness for a Better Quality of Life Project part-financed by the European Union European Regional Development Fund (ERDF) Co-financing rate: 42.5% EU Funds, 7.5% National Funds, 50% Private Funds Investing in your future Request for Proposals FLIGHT SIMULATION TRAINING DEVICE Ref No. ERDFIAI2012-4017A Scope & Objective Diamond Aviation Limited is seeking interested entrepreneurs / companies to submit offers for the supply of a Flight Simulation Training Device having the technical specifications and characteristics described in this document. The purpose of this Request for Proposal is to provide the necessary background information as well as highlight the requirements to prospective bidders. Background on the Company Diamond Aviation Limited is a private limited liability company registered in Malta which has sought and been granted assistance under the ERDF Innovation Actions Grants Scheme (Innovation) – Call 4 for the purchase of a Flight Simulation Training Device. Diamond Aviation Limited operates a fleet of Diamond Aircraft comprising the following models : Diamond Aircraft Industries DA20 C1-Eclipse, Diamond Aircraft Industries DA40 Diamond Star TDI with Garmin 1000 avionics suite and Diamond Aircraft Industries DA42 TDI Twin Star with Garmin 1000 avionics suite. Diamond Flight School Limited, a wholly owned subsidiary of Diamond Aviation Limited, is a Flight Training Organisation authorized by the Civil Aviation Directorate, a division of Transport Malta, to conduct commercial pilot training, including courses leading to the following licenses and ratings : Private Pilot Licence, Commercial Pilot Licence, Multi- Engine Piston Rating and Instrument Rating. The Flight Simulation Training Device will be utilised for the purposes of approved training courses and Diamond Aviation Limited therefore seeks offer for a device which shall be appropriate for the use for which it is intended. Eligibility 1.1 Participation is open on equal terms to all natural and legal persons who are manufacturers and/or suppliers of Flight Simulation Training Devices, the devices of which and in particular the proposed device, has been approved by a civil aviation authority of a Member State of the European Union, evidence of which shall be submitted together with the offer. 1.2 Bidders shall guarantee that the proposed Flight Simulation Training Device conforms in all respects with the requirements of JAR FSTD 1.3 Bidders shall, together with their offer, submit evidence of such approval/s and a statement guaranteeing that the device conforms in all respects with the requirements of JAR FSTD 2. Tender Expenses 2.1 The bidder shall bear all costs associated with the preparation and submission of the offer. Diamond Aviation will in no case be responsible or liable for any costs or losses incurred or suffered by the bidder, whatever the conduct or outcome of the Request for Proposal procedure. 2.2 Diamond Aviation Limited retains ownership of all tenders received under this Request for Proposal procedure and bidders have no right to have their offers returned to them. 3. Clarification Notes Concerning Request for Proposals 3.1 Bidders may submit questions to the Diamond Aviation Limited in writing through email to marco.ciliberti@diamondaviation.aero up to noon (Malta Time) of Thursday 15th November 2012. 3.2 Diamond Aviation Limited shall reply to all prospective bidders' questions, and amend the request for proposal documents by publishing clarification notes. Language 4.1 The bid and all correspondence and documents related to the bid exchanged by and submitted by the bidder must be in the English language. Any part of the offer which is not in the English language shall be deemed not to be incorporated in the offer. 4.2 Any supporting documentation, not being a document issued by the bidder, the original of which is not in the English language shall be accompanied by an accurate translation into English. 5. Presentation of Bids 5.1 Bidders must satisfy the following conditions : 5.1.1 All offers must be submitted in one original, clearly marked “original”, and one identical copy (including all documentation as in the original) signed in the same way as the original and clearly marked “copy”. 5.1.2 Both the “original” and the “copy” are to be separately sealed and placed in another sealed envelope/package so that the bid can be identified as one submission. 5.1.3 All bids must be submitted either by recorded delivery (courier) or hand- delivered by the Closing Date and deposited in the appropriate box at Malta Enterprise, Gwardamangia Hill, Pieta MEC 0001, Malta. Offer Price 6.1 The bid price shall be expressed as a whole in Euro currency (€) for the device proposed by the bidder in the offer. 6.2 The price shall include packaging, delivery and installation at Diamond Aviation’s premises at Malta International Airport (LMML). 6.3 Optional extras are not to be included in the price. 6.4 The bid price shall remain valid and effective and shall bind the bidder for a period of six (6) months from the Closing Date. Variant Solutions 7.1 No variant proposal will be accepted. Bidders must submit an offer which complies in full with the requirements of this Request for Proposals document. 8. Late Submissions 8.1 All offers received after the Closing Date for submission specified in this Request for Proposals document will be rejected and will not be evaluated. 8.2 No liability can be accepted for late delivery of tenders. 9. Alterations and Withdrawal of Offers 9.1 Bidders may not alter or withdraw their offer once submitted. 10. Opening of Offers 10.1 Offers will be opened in the presence of at least three (3) Malta Enterprise representatives. 10.2 The bidders’ names, the offer prices and any other information that Diamond Aviation Limited considers appropriate may be provided to any of the bidders’ on request. 10.3 No information concerning the evaluation process, checking, explanation, opinions, comparison of offers and recommendations concerning the award shall be disclosed to bidders or any other person not officially involved in the process unless Diamond Aviation Limited shall be requested so to do by any lawful authority in terms of the laws of Malta Operational Programme I – Cohesion Policy 2007-2013 Investing in Competitiveness for a Better Quality of Life Project part-financed by the European Union European Regional Development Fund (ERDF) Co-financing rate: 42.5% EU Funds, 7.5% National Funds, 50% Private Funds Investing in your future 11. Criteria for Award 11.1 Diamond Aviation Limited shall have the right to refuse even the most advantageous offer. 11.2 The criteria for award shall be based on compliance of the proposed device with technical specifications listed in this request for proposals. 11.3 Diamond Aviation Limited reserves the right, ait its absolute discretion, to accept or reject any offer and/or to cancel the whole procedure and reject all offers. 12. Form of Bid 12.1 The bidder shall, together with any other documentation submitted with his offer, submit the form attached to this document as Annex I. Annex I, which forms part of this Request for Proposals, should be filled in by the Supplier and attached as the first page of the proposal/s submitted. 13. Delivery & Delays in Delivery 13.1 The bidder shall, in his offer, indicate a delivery date which date shall be deemed to run from the date on which the successful bidder is notified of the award in writing. 13.2 The delivery date shall not exceed four (4) months from the date of confirmation or order on such terms and conditions specified in the offer. 13.3 In the event that the bidder shall delay delivery beyond the date specified in his offer, Diamond Aviation Limited shall, without formal notice and without prejudice to its other remedies competent to it at law, be entitled to pre-liquidated damages equal to grant value in the sum of €125,000. 13.4 For the purposes of this documentation, delivery shall mean the delivery and installation of the device at the premises of Diamond Aviation Limited at Malta International Airport, excluding qualification of the device. Technical Specifications 14.1 The Flight Simulation Training Device shall conform to the following specifications : 14.1.1 the hardware layout shall be identical to or substantially similar to the multi-engine aircraft operated by Diamond Aviation Limited indicated in the Company Background section of this Request for Proposal Document; 14.1.2 shall incorporate an OEM glass-cockpit avionics suite 14.1.3 shall incorporate analogue backup instrumentation simulating FMS failure, which shall include as a minimum an artificial horizon, attitude indicator and compass; 14.1.4 shall be in complex multi-engine configuration with FADEC control 14.1.5 shall incorporate a de-icing panel and autopilot. 14.1.6 shall have the option to convert to single-engine simulation (the price of the option are not be included in the offer price) 14.1.7 shall have a high definition projection system displayed on a minimum horizontal span of 200º 14.1.8 its hardware, software and systems shall be such to allow for instrument, navigation and procedures training in accordance with application Joint Aviation Regulations and European Aviation Safety Agency Regulations; 14.1.9 shall meet the requirements of an FNPT II under JAR-FSTD 14.1.10 the device shall feature accurate aerodynamics, systems replication and complex aircraft instrument simulation; 14.1.11 shall incorporate an instructor operation station equipped with all related hardware and software; 14.1.12 shall incorporate a navigation database suitable for instrument, navigation and procedures training; 14.1.13 shall be equipped with CEE compliant power connections; 14.1.14 shall be capable of weather simulation appropriate for Instrument Rating training 14.1.15 shall incorporate dual controls for student and Flight Instructor or Synthetic Flight Instructor 14.1.16 shall incorporate an uninterrupted power supply (UPS) Operational Programme I – Cohesion Policy 2007-2013 Investing in Competitiveness for a Better Quality of Life Project part-financed by the European Union European Regional Development Fund (ERDF) Co-financing rate: 42.5% EU Funds, 7.5% National Funds, 50% Private Funds Investing in your future 15. Minimum Document Submission 15.1 The bidder, together with any other documentation he may wish to submit, shall submit the following : 15.1.1 detailed technical specifications relating to the device 15.1.2 a written declaration confirming availability of a Qualification Test Guide (QTG) to be delivered with the device; 15.1.3 a copy of the standard warranty documentation; 15.1.4 a copy of the standard maintenance contract; 15.1.5 a schedule of fees for maintenance engineers training; 15.1.6 customer references relating to the device offered; 15.1.7 a schedule of application rate with respect to support services offered; 15.1.8 a payment schedule; 15.1.9 a clear indication of options & upgrades (not to be included in price); 15.1.10 an on-site critical spare parts list 15.2 No price, service charge or similar fee or charge for the above listed services and or supplies shall be included in the offer price.
