Engine Failure During Takeoff
In the event of an engine failure during takeoff, the pilot should immediately lower the nose to maintain airspeed and avoid stall. If the aircraft is below 1,000 feet AGL, land straight ahead. If above 1,000 feet, attempt to turn back to the runway only if it can be done safely.
Electrical Failure
In case of electrical failure, the pilot should check circuit breakers and switches. If the failure persists, switch to battery power and monitor essential instruments. Prepare for a possible landing without electrical systems.
Emergency Landing Procedures
For emergency landings, assess the terrain and select a suitable landing area. Communicate intentions to ATC if possible. Execute a controlled descent and prepare for landing by configuring the aircraft for landing.
Cabin Fire
In the event of a cabin fire, the pilot should initiate emergency descent to a lower altitude, if safe to do so, and attempt to extinguish the fire using onboard fire extinguishers. If the fire cannot be controlled, prepare for an emergency landing.
Fuel Starvation
If fuel starvation is suspected, switch fuel tanks and monitor engine performance. If the engine does not recover, prepare for an emergency landing.

This chapter assembles collected information which will be used in subsequent analyses in this study. Within this chapter is an inventory of existing airport facilities, area airspace, and air traffic control. Additionally, background information regarding the City of Hayward and the regional area is collected. This includes information regarding the airport’s role in regional, state, and national aviation systems, surface transportation, and the socioeconomic profile. The information outlined in this chapter provides a foundation, or starting point, for all subsequent chapters. Therefore, it is essential that a complete and accurate inventory is conducted since the findings and assumptions made in this plan are dependent on information collected. The information outlined in this chapter was obtained through on-site inspections of the airport, interviews with City staff and airport tenants, and documents provided by the Federal Aviation Administration (FAA), Hayward Executive Airport, and the City of Hayward. REGIONAL SETTING Hayward Executive Airport is located on a 543-acre site approximately two miles west of the City of Hayward’s central business district. Situated in the “Heart of the Bay” in Alameda County, the City of Hayward is located 25 miles southeast of San Francisco, 14 miles south of Oakland, 26 miles north of San Jose, and 10 miles west of the Livermore Valley.
