We are issuing this Service Bulletin because we evaluated all the relevant information and de- termined the unsafe condition described in SB M20-313 (initial release) is likely to exist in oth- er products of the same type design. This will require an inspection and corrective action taken. The attached compliance card needs to be filled out and returned to Mooney Aviation Company upon completion of this Service Bulletin M20--313A. INSTRUCTIONS: Read entire procedures before beginning work. 1.1. Turn master switch - OFF. 1.2. Remove LH and RH empennage fairing refer to Figure M20-313-1. 1.3. Visually inspect the position of the filler plate as shown in Figure M20-313-1. 1.4. If the trim fitting, hinge and filler plate are found to be in the “Correct” position as shown in Figure M20-313-1, continue to steps 1.6 of this bulletin. 1.5. If the trim fitting, hinge and filler plate are found to be in the “Incorrect” position as shown in Figure M20-313-1, DO NOT FLY - Please contact Mooney Technical Support at 830-896-6000 or email technicalsupport@mooney.com for further instructions. 1.6. Remove LH inspection panel on empennage assembly, refer to Figure M20-313-1. 1.7. Visually inspect all 10 huckbolts to insure no signs of movement, retaining collar properly swedged and visually verify pin protrusion (use inspection mirror for lower bolts). Make sure all hardware is secure, bolts and collars should not rotate with finger pressure, hinge assembly should not move on bulkhead - refer to Figure M20-313-1. 1.8. If the hardware is found to be “secure” - continue to steps 1.10 of this bulletin. 1.9. If the hardware is found to be “insecure” - DO NOT FLY - Please contact Mooney Technical Support at 830-896-6000 or email technicalsupport@mooney.com for further instructions. 1.10. Reinstall LH inspection panel on empennage assembly. 1.11. Reinstall LH and RH empennage fairing. 1.12. Complete log book entry. MOONEY AVIATION COMPANY iNC.
