Overview

This document is a Schedule of Airworthiness Directives issued by the Civil Aviation Safety Authority of Australia, specifically addressing the Piper PA-30 and PA-39 series aeroplanes. It outlines a critical safety directive related to the flap extension limitation for aircraft modified with the Robertson STOL modification kit under FAA Supplemental Type Certificate SA2312WE. The directive aims to prevent potential loss of control due to asymmetric flap extension or retraction, which has been identified as a risk in the modified aircraft. Compliance with the directive is mandated within a specified timeframe to ensure safety and airworthiness.

  • The directive applies to Piper PA-30 and PA-39 series aircraft modified with the Robertson STOL kit.
  • A warning placard must be installed stating: 'DO NOT EXTEND FLAPS BEYOND 15 DEGREES (TAKEOFF POSITION)'.
  • Compliance is required within 25 hours of service after 16 May 1983.
  • The directive aims to prevent loss of control due to asymmetric flap conditions.
  • Background investigations have linked accidents to flap extension issues in modified aircraft.

Applicability

The directive applies to Piper PA-30 and PA-39 series aircraft that have been modified according to FAA Supplemental Type Certificate SA2312WE, which pertains to the Robertson STOL modification kit.

Requirement

The directive requires the installation of a warning placard on the panel near the flap actuator. The placard must read: 'DO NOT EXTEND FLAPS BEYOND 15 DEGREES (TAKEOFF POSITION)'. This is to mitigate the risk of losing control due to asymmetric flap conditions.

Compliance

Operators must comply with this directive within 25 hours of time in service after 16 May 1983. This compliance is crucial for maintaining the safety and airworthiness of the affected aircraft.

Background

The directive is based on findings from an accident investigation that indicated a loss of lateral control could occur if an asymmetric flap condition develops in aircraft fitted with the Robertson STOL modification kit. A service bulletin from Robertson Aircraft Corporation has been issued to address this issue.

Safety notes

  • Failure to comply with the flap extension limitation may result in loss of aeroplane control.

COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY SCHEDULE OF AIRWORTHINESS DIRECTIVES Piper PA-30 & 39 (Twin Comanche) Series Aeroplanes AD/PA-30/32 Flap Extension Limitation - Warning Placard 6/83 Applicability: Models PA-30, PA-39 series which have been modified in accordance with FAA Supplemental Type Certificate SA2312WE (Robertson STOL modification kit). Requirement: 1. To prevent possible loss of aeroplane control due to an asymmetric flap extension or retraction, install a placard on the panel near the flap actuator which reads: “DO NOT EXTEND FLAPS BEYOND 15 DEGREES (TAKEOFF POSITION)”. 2. The placard may be removed when a positive flap retraction system is installed in accordance with Robertson Aircraft Corporation Service Bulletin 19 dated 22 October 1982. Note: FAA AD 82-23-01 refers. Compliance: Within 25 hours time in service after 16 May 1983. Background: An accident investigation has shown that a loss of aeroplane lateral control can occur if an asymmetric flap condition is allowed to develop, in subject aircraft fitted with the Robertson STOL modification kit. A Robertson Service Bulletin has been issued in order to overcome the problem.
