CIVIL AVIATION AUTHORITY AIC P 138/2019 LIGHT HELICOPTER FLIGHT TRAINING 1 Background 1.1 This AIC replaces AIC P 066/2013 which was published on 11 July 2013 updating previous circulars. In particular, it reflected the Federal Aviation Administration (FAA) Special Federal Aviation Regulation 73 (SFAR 73) which established specific type awareness training and experience requirements for pilots operating the Robinson Model R22 or R44 helicopters. It also acknowledged the requirements introduced under European Aviation Safety Agency (EASA) Part-FCL (Aircrew Regulation) Subpart H Class and Type Ratings, for the issue, revalidation and renewal of type ratings (or Subpart B for the Light Aircraft Pilot Licence (LAPL) privileges). 1.2 SFAR 73 remains extant and EASA issued Safety Information Bulletin (SIB) 2009-35 'Robinson R22/R44 Special Training and Experience Requirements', recommending that National Aviation Authorities apply the same training requirements. Since then, EASA has introduced the certification requirement for Operational Suitability Data (OSD) reports to be made and within these may be specific mandatory or advisory Training Areas of Special Emphasis (TASE). Subsequently EASA published a new SIB, 2016- 11, cancelling the 2009 version, recognising the introduction of the OSD reports for the Robinson helicopters which now include TASE based on SFAR 73. The Robinson OSDs can be found under the Publications section relevant to the particular model at Robinson Helicopters = https://robinsonheli.com/ website. 1.3 EASA have also published several other SIBs relating to light helicopter safety and flight training together with material produced by the late European Helicopter Safety Team (EHEST). The appropriate elements of these documents should be identified by training organisations when delivering the relevant flight training and should, along with the appropriate mitigations, also be listed in the organisations Safety Management System risk register for the conduct of the helicopter flight training. 2 Flight Training 2.1 Initial and recurrent flight training should be conducted in accordance with the appropriate helicopter flight manual and OSD TASE elements to cover the above where applicable. 3 Awareness Training 3.1 The CAA strongly recommends that all helicopter pilots, regardless of the type ratings held, receive regular appropriate flight and theoretical knowledge and flight training awareness training. 3.2 Theoretical Knowledge Training • Prohibited manoeuvres; • Effects of Low and Negative G manoeuvres and correct recovery action; • Low rotor RPM- recognition and recovery; • Engine/rotor RPM control without use of the governor; • Autorotative landings; • Helicopter stability; • Smooth control handling and disc loading; • Sloping ground landings/take-offs; • Confined area operations; • Static and Dynamic roll over; • Vortex ring; • Loss of tail rotor effectiveness; • AUM, Centre of Gravity and loading; • Deteriorating Visual Environment (DVE) recovery techniques; • Engine malfunction procedures; • Threat and Error Management; • Other Emergency drills appropriate to type.
