U.S. DEPARTMENT OF TRANSPORTATION ORDER FEDERAL AVIATION ADMINISTRATION JO 7210.637 Air Traffic Organization Policy Effective Date: 03/01/2020 SUBJ : Terminal Flight Data Manager Electronic Flight Strips 1. Purpose of This Order . This order defines management responsibilities for use of Terminal Flight Data Manager (TFDM) Electronic Flight Strips (EFS).
2. Audience. This order applies to Air Traffic Organization (ATO) Air Traffic elements involved in TFDM EFS administration or oversight.
3. Where Can I Find This Order ? This order is available on the employee MyFAA website at https://myfaa.gov/tools_resources/orders_notices/ and on the public FAA website at http://www.faa.gov/regulations_policies/orders_notices/ .
4. Overview: Terminal Flight Data Manager (TFDM) Electronic Flight Strips (EFS) will be deployed beginning in 2020 at select facilities. EFS replaces the use of paper flight progress strips with an electronic version, having new functions and fields not available with paper flight progress strips.
Successful, timely EFS deployment is expected to result from management awareness and understanding of the system, local adaptation of the system if necessary, and fulfillment of technical training responsibilities.
5. Management Awareness and Understanding. The Air Traffic Manager (ATM), when notified of EFS deployment, must maintain awareness of the deployment schedule and develop a basic understanding of the system sufficient to guide local implementation and administration. The TFDM Program Office will distribute information to EFS sites through the Operations Support Groups.
6 . Local Adaptation. The ATM will be afforded policy direction, technical training, or briefings to ensure any local adaptation of the EFS system meets ATO standards. The ATM must initiate any actions necessary, such as changes to facility directives, reference materials, and training. Figures 1, 2, and 3 (below) depict EFS nationally-standardized blocks and formats. Figure 4 lists TFDM acronyms.
7. Distribution . This Order is electronically distributed, as described in Paragraph 3, above.
