Purpose of This Order. This order defines requirements and responsibilities for submitting aeronautical data to Aeronautical Information Services (AIS) AJV-5 in support of the National Airspace System (NAS). 4. Cancellation. ATO Order JO 7900.2C, Reporting of Navigational Aids, Communication Facilities, Radar Facilities, and Aviation Weather Systems Data to the National Flight Data Center, dated August 22, 2014, is cancelled.
5. Explanation of Policy Changes. These changes are being implemented to provide new and updated guidance and policy for reporting aeronautical data to the NFDC. This order expands the policy to include visual guidance lighting systems, non-regulated Air Traffic Service (ATS) airways, Miscellaneous Activity Areas (MAA), Preferred IFR Routes, and North American Routes (NAR).
6. Requirements for Reporting Aeronautical Data to the National Flight Data Center.
a. General. Each organization with authority to submit NAS data changes must submit the changes on the appropriate data forms which are available on the NFDC website ( http://www.faa.gov/air_traffic/flight_info/aeronav/Aero_Data/ ). Prior to submission of the form, the responsible organization must ensure authorization and certification for the changes through coordination with the appropriate stakeholder organizations as mandated by applicable FAA directives. In instances where the process for submitting data to the NFDC is already described in another order, a reference to that order has been included. In instances where no standardized guidance is available for data submission, a form has been created and described within this order.
(1) When a National Airspace System (NAS) service, facility or system is commissioned, decommissioned or modified, the data must be reported to the NFDC.
(2) When data describing airspace areas and air traffic airways within the National Airspace System (NAS) are established or modified, the data must be reported to the NFDC.
b. Forms. Digital web forms have been created to replace the legacy memorandum-based and Portable Document Format (PDF) method of submitting NAS data changes to the NFDC. The digital web forms presented in this Order are intended to capture data describing the data subject areas listed in paragraph 6.d.
c. Data Subject Areas Processed by the NFDC but NOT Included in this Order.
02/12/18 7900.2D (1) Fixes/Waypoints/Holding Patterns. The process of submitting these data to the NFDC is described in FAA Order 8260.19, Flight Procedures and Airspace, and no form has been included in this Order.
(2) Military Training Routes. The process for submitting these data to the NFDC is described in JO 7610.4, Special Operations, and no form has been included in this order.
(3) Regulated Air Traffic Service (ATS) airways. Airways that go through the rulemaking process are published under 14 CFR part 71 and Minimum IFR Altitudes published under 14 CFR part 95. The NFDC is responsible for publishing all altitude restrictions for each segment of Federal Airways in the Federal Register as an amendment to Federal Aviation Regulation (FAR) Part-95 – IFR Altitudes. The process for submitting these data to the NFDC is described in FAA Order 8260.19, and no form has been included in this order. The following ATS Airways require rulemaking: (a) Alaska VOR Federal Airways (b) Colored Federal Airways (c) VOR Federal Airways (d) Hawaii VOR Federal Airways (e) Jet Airways (f) High Altitude RNAV Airways (Q Airways) (g) Low Altitude RNAV Airways (T and TK Airways) (4) ARTCC, Control Areas (CTA) and Flight Information Regions (FIR). The process for submitting these data to the NFDC is described in JO 7900.1, Changes To Domestic/Oceanic Air Route Traffic Control Center (ARTCC) and Flight Information Region (FIR) Boundaries.
(5) Off-Airway Routes. The process for submitting these data to the NFDC is described in FAA Order 8260.19, and no form has been included in this order.
(6) Special Use Airspace (SUA). For policy and procedures for handling SUA, refer to JO 7400.2, Procedures for Handling Airspace Matters and JO 7400.8.
d. Data Subject Areas Processed by the NFDC and Included in this Order.
(1) Instrument Landing Systems (ILS) Data Form. FAA Form 7900-6 is used to submit ILS, Simplified Directional Facility (SDF), Microwave Landing System (MLS), Interim Standard Microwave Landing System (ISMLS), and Localizer-type Directional Aid (LDA) data to the NFDC.
ILS data is gathered using a separate form from other Navigational Aid data due to the ILS components having completely different data requirements.
(2) Navigational Aid (NAVAID) Data Form. FAA Form 7900-2 is used to submit NAVAID data to the NFDC. NAVAIDs include Distance Measuring Equipment (DME), Non- 02/12/18 7900.2D Directional Beacons (NDB), Tactical Air Navigation (TACAN), Very High Frequency (VHF) Omni- Directional Range (VOR), VOR test facilities (VOT), and/or certain combinations of these systems.
Refer to FAA Order 6000.15 General Maintenance Handbook for NAS Facilities as appropriate.
(3) Air Route Traffic Control Centers (ARTCC), Center Radar Approach Control (CERAP) and Combined Control Facility (CCF) Data Form. FAA Form 7900-1 is used to submit data for an ARTCC, CERAP (en route) and CCF (en route) data only, including Remote Center Air/Ground (RCAG) communications facilities, to the NFDC.
NOTE-- This form is not used to submit data describing ARTCC boundaries. For instructions detailing how to submit ARTCC boundary data to the NFDC, reference FAA Order 7900.1, Changes to Domestic/Oceanic Air Route Traffic Control Center (ARTCC) and ICAO Flight Information Region (FIR) Boundaries.
(4) Air Traffic Control Tower (ATCT) and Terminal Air Traffic Control Facilities Data Form. FAA Form 7900-4 is used to submit data describing terminal air traffic control facilities to the NFDC. Terminal air traffic control facilities include ATCT, Remote Transmitter/Receiver (RTR), TRACON facilities (including both on airport and consolidated TRACON facilities), terminal portion of the CERAP and CCF, DoD Approach Control Facilities, and military Ground Controlled Approach (GCA) facilities to the NFDC.
(5) Weather (WX) Systems Data Form. FAA Form 7900-5 is used to submit Weather (WX) system (e.g., ASOS and AWOS) data to the NFDC.
(6) Flight Service Stations (FSS) and Military Base Operations (BASEOPS) Data Form.
FAA Form 7900-3 is used to submit data describing FSS, Radio Communication Outlets (RCO), and Self Sustained Outlets (SSO) and DoD Base Operations to the NFDC.
(7) Radar Instrument Approach Data Form. FAA Form 7900-7 is used to submit ASR, ARSR and PAR data to the NFDC.
(8) Visual Guidance Lighting Systems Data Form. FAA Form 7900-14 is used to submit visual guidance lighting systems, to include approach lighting, runway lighting, and Visual Glide Slope Indicator (VASI/PAPI) data to the NFDC.
(9) Non-regulated Oceanic ATS Airways. All non-regulatory oceanic ATS airways within US Airspace will be represented in the National Airspace System Resources (NASR) database. The NASR database will contain all points to the US FIR boundary. Any point outside U.S. airspace will not be included on the track unless it is needed to complete a segment in NASR. Any airway completely contained outside US FIR will not be represented in NASR. Oceanic ATS airways include Atlantic Airways, Bahamas Airways, Puerto Rico Airways, and Pacific Airways and all have airway identifiers.
(10) Miscellaneous Activity Area. Miscellaneous Activity Areas Include: (a) Parachute Jumping Area (PJA) (b) Glider Area
7. Distribution.
02/12/18 7900.2D (c) Hang Glider Area (d) Ultralight Activity Area (e) Aerobatic Practice Area (APA) (f) Space Launch Activity (SLA) (11) Preferred IFR Routes (PFR) and Tower En Route Control (TEC) Routes. PFRs are used to guide pilots in planning their routes of flight to minimize route changes during the operational phase of flight, and aid in the efficient, orderly management of air traffic using airports, Departure Procedures (DPs), NAVAIDs, fixes, ATS Routes, and Standard Instrument Arrivals (STARs). PFRs are not charted. The process for submitting these data to the NFDC is described in ATO Order JO 7210.3.
(12) North American Routes. The North American Route Program was created to provide users within the U.S. and Canada greater flexibility in flight plan filing at or above Flight Level (FL) 290. This is a joint program between the FAA and NAV CANADA to expedite flight planning, reduce the complexity of route clearances, and minimize the time spent in the route clearance delivery function. The process for submitting these data to the NFDC is described in ATO Order JO 7210.3.
e. Geodetic Datum. Each of the forms includes a field to identify the datum used to measure the reported geodetic data. Any civilian domestic geodetic data reported to the NFDC on the forms in this Order must use the North American Datum of 1983 (NAD83) as the horizontal reference system and the North American Vertical Datum of 1988 (NAVD88) as the vertical reference system. Military geodetic data may use World Geodetic System of 1984 (WGS84) as the horizontal reference system and Earth Gravitational Model of 1996 (EGM96) as the vertical reference system to comply with international standards.
f. Submission. The types of aeronautical data included in this order must be submitted via the digital forms on the AIS/NFDC portal. Instructions for how to submit aeronautical data to Aeronautical Information Services (AIS) AJV-5 in support of the National Airspace System (NAS) via these forms are available on the AIS/NFDC portal ( http://www.faa.gov/air_traffic/flight_info/aeronav/Aero_Data/ ). Authorized submitters may notify Aeronautical Information Services (AIS) if the AIS/NFDC portal is down by emailing 9-AMC- Aerochart@faa.gov or calling 1-800-626-3277.
The submitting organization must provide NAS data changes to the NFDC as soon as possible but not later than the cut-off dates listed on the NFDC website ( http://www.faa.gov/air_traffic/flight_info/aeronav/Aero_Data/NFDC_CutOff_Dates/ ) and in the Chart Supplement (CS). Adherence to established data submission cut-off dates is required to ensure changes to the NAS are disseminated in compliance with Aeronautical Information Regulation and Control (AIRAC) effective dates.

This order is also distributed to the following external organizations: the National Geospatial-Intelligence Agency (NGA), DoD, and the Department of Homeland Security (DHS).
8. Background. The NFDC, within the Aeronautical Information Service (AIS) Directorate of Mission Support Services, is the central authority and official repository within the FAA responsible for the collection, validation and quality control of aeronautical information disseminated to support NAS operations detailing the physical description, geographical position, and operational characteristics and status of all components of the NAS.
The NFDC is responsible for providing aeronautical information for operational use by ATCTs, TRACONs, ARTCCs, Air Traffic Control System Command Center (ATCSCC), FSSs, DoD, ATC Facilities, DHS, private chart producers, airports, pilots, Flight Management Systems (FMS), Global Positioning Systems (GPS), onboard cockpit displays, moving maps, and data link systems. NFDC aeronautical information is used to develop and update Instrument Approach Procedures (IAP), digital products, aeronautical charts and related publications. The NFDC disseminates aeronautical information in accordance with standards established by the International Civil Aviation Organization (ICAO) and in accordance with the AIRAC cycle.
9. Portal Forms System.
a. Instrument Landing System (ILS) Data.
(1) General. The Instrument Landing System (ILS) Data Form, FAA Form 7900-6, is used to submit ILS, Simplified Directional Facility (SDF), Microwave Landing System (MLS), Interim Standard Microwave Landing System (ISMLS), and Localizer-type Directional Aid (LDA) data to the National Flight Data Center (NFDC).
This form should only be used to submit ILS data to the NFDC. To submit data describing other navigational aids, such as Non-Directional Beacons (NDB), Tactical Air Navigation (TACAN) systems, and Very High Frequency (VHF) Omni-Directional Range (VOR) systems, use FAA Form 7900-2, Navigational Aid (NAVAID) Data Form.

(1) General. The Flight Service Stations (FSS) and Military Base Operations (BASEOPS) Data Form, FAA Form 7900-3, is used to submit data describing FSS and Radio Communication Outlets (RCO) to the National Flight Data Center (NFDC).

For FSS located in Alaska, this form should be submitted to the NFDC by personnel 02/12/18 7900.2D within the Alaska FAA Flight Services Information Area Group (AFSIAG) within the FAA ATO System Operations.
For military owned base operations, this form should be submitted to the NFDC by authorized personnel within the appropriate service under the Department of Defense (DoD).
g. Radar Instrument Approach Data.
(1) General. The Radar Instrument Approach Data Form, FAA Form 7900-7, is used to submit Airport Surveillance Radar (ASR), Air Route Surveillance Radar (ARSR), Common Air Route Surveillance Radar (CARSR) and Precision Approach Radar (PAR) data to the National Flight Data Center (NFDC).

For (DoD) military facilities, this form should be submitted to the NFDC by authorized personnel within the appropriate service under the Department of Defense (DoD).
h. Visual Guidance Lighting Systems Data.
(1) General. The Visual Guidance Lighting Systems Data Form, FAA Form 7900-14, is used to submit Runway Marking, Runway Lighting and Visual Glide Slope Indicator (VGSI) data to the National Flight Data Center (NFDC).

For non-federally owned systems, this form should be submitted to the NFDC by personnel within the non-federal program implementation management group of the appropriate service center under FAA ATO Mission Support Services.
For military owned systems, this form should be submitted to the NFDC by authorized personnel within the appropriate service under the Department of Defense (DoD).
i. Air Traffic Service Airway (Non-Regulatory) Data.

The Air Traffic Service Airway (Non-Regulatory) Data Form, FAA Form 7900-10, is used to submit data describing oceanic Air Traffic Service (ATS) Airways to the NFDC that do not require rulemaking. Submitters should carefully read all of the instructions for how to submit aeronautical data via these forms on the AIS/NFDC portal ( http://www.faa.gov/air_traffic/flight_info/aeronav/Aero_Data/ ) to ensure the preparation of complete and accurate submissions that can be processed in a timely manner.
(2) Authorized Submitters. This form must be submitted by the Service Centers Operational Support Group (OSG) personnel within the Air Traffic Organization (ATO).
j. Miscellaneous Activity Area Data (including Aerobatic Practice Area Data; Glider, Hang Glider, Ultralight Data; Parachute Jumping Area; Space Launch Activity Area Data.
(1) General. The Miscellaneous Activity Area Data Form, FAA Form 7900-11, is used to submit data to the National Flight Data Center (NFDC). Activity areas describe an area that is published and/or charted to advise pilots of activity that may affect flight operations. Submitters should carefully read all of the instructions for how to submit aeronautical data via these forms on the AIS/NFDC portal ( http://www.faa.gov/air_traffic/flight_info/aeronav/Aero_Data/ ) to ensure the preparation of complete and accurate submissions that can be processed in a timely manner.
(2) Authorized Submitters. This form must be submitted to the NFDC by affected ATC facilities with coordination through associated Service Area OSG personnel.
k. Preferred IFR Routes Data.
(1) General. This Preferred IFR Routes Data Form 7900-13, tool is used to submit Preferred IFR Routes, including Tower En Route Control (TEC) to the National Flight Data Center (NFDC). The tool is available from the NFDC website ( http://www.faa.gov/air_traffic/flight_info/aeronav/Aero_Data ), in the Submit Aeronautical Data section, JO 7900.2D. Submitters should carefully read all of the instructions for how to submit aeronautical data via these forms on the AIS/NFDC portal ( http://www.faa.gov/air_traffic/flight_info/aeronav/Aero_Data/ ) to ensure the preparation of complete and accurate submissions that can be processed in a timely manner.
(2) Authorized Submitters. Data must be submitted via this tool to the NFDC from personnel in the Air Traffic Control System Command Center (ATCSCC), within Air Traffic Organization (ATO) System Operations.
l. North American Routes Data.
(1) General. This North American Routes Data Form 7900-12, tool is used to submit North American Route (NAR) data to the National Flight Data Center (NFDC). The tool is available from the NFDC website ( http://www.faa.gov/air_traffic/flight_info/aeronav/Aero_Data ), in the Submit Aeronautical Data section, JO 7900.2D.
