Eastern Region Policy Effective Date: 06/08/16 SUBJ: Regional Environmental Network 1. Purpose of This Order. This order revises the Regional Environmental Network (EN) Order 1050.4A, Aug 30, 2003, to reflect the changes in roles and responsibilities of the Regional Environmental Network (REN) in accordance with the National FAA Order 1054.1A, Environmental Network. This order describes the purpose, membership, administrative responsibilities and activities of the Eastern Region Environmental Network (REN) and incorporates by reference, as applicable, National FAA Order 1054.1A.
2. Audience. All Eastern Region employees.

4. Cancellation. EA 1050.4A, Regional Environmental Network, dated August 30, 2003 5. Explanation of Policy Changes. This revision updates the order to address FAA changes in organizational structure and the roles and responsibilities of the REN in accordance with Order 1054.1A. In addition, minor editorial and changes in response to comments that were made.
6. Policy. It is the policy of the FAA to meet its environmental responsibilities effectively and efficiently. The REN is a forum used to disseminate general information and foster informal communication and support among the agency’s environmental professionals and to create a heightened sense of environmental awareness within the FAA community as a whole.
7. Background. In 1990, a Letter of Understanding (LOU) addressing FAA’s environmental responsibilities was initiated by the FAA’s Office of Environment and Energy (AEE) and signed by the Executive Board, the Assistant Administrator for Airports, and the Assistant Administrator for Policy, Planning, and International Aviation. The LOU was developed to strengthen the FAA’s commitment to carry out its responsibilities and protect its reputation in the environmental area. The LOU places the responsibility of coordinating cross-division environmental matters and overseeing regional environmental activities with the regional administrators. The LOU also calls for each service to designate senior staff members as environmental contacts in both headquarters and the regions to work on environmental issues that cut across services or divisions.
8. Resources and Funding a. Staff Time. Directors and managers of offices, and divisions that sponsor REN members should authorize sufficient time, as practical and appropriate, for effective participation by their representatives and alternates in the REN.

As appropriate and practical, the Regional Administrator shall allocate sufficient funds annually for the participation of the chairperson of the REN at the annual FAA Environmental Forum and other activities sponsored by the EN.
9. Membership.
a. The REN will elect a Chairperson from among its members to serve for a 2-year term. If no chair is selected by the REN, the Regional Administrator, or Deputy Regional Administrator shall designate a chairperson.
b. Managers of offices and divisions at the regional level may appoint representatives and alternates to the RENs by notifying the Regional Administrator, or Deputy Regional Administrator.
The REN will include a designated representative from Air Traffic, Flight Standards, Airports, Logistics, Airway Facilities, Legal, New York NAS Implementation Center, and NY Flight Procedures Office, 10. Informal Information Sharing and Network Administrative Responsibilities .
a. Liaison. Regional Administrators, Deputy Regional Administrators, or designated members of their immediate staffs will serve as liaisons between their respective RENs, and the regional management teams. The REN chairperson will serve as liaison among the different REN groups and as a member of the HQEN. Members shall serve as liaisons among the REN and their respective LOBs, offices, or divisions b. Meetings. General Meetings. The chairperson of the REN shall convene meetings at least quarterly each year and, as appropriate and practical, at the request of members. Meetings shall be open to all FAA employees and their guests subject to the availability of space.
11. Improving Environmental Awareness Activities. The REN may sponsor seminars, conferences, workshops, Earth Day, and other similar types of activities to enhance information sharing, professional development, and general environmental awareness primarily within FAA. The ENs may invite members of specialized and internal networks, groups, committees and other persons with particular expertise, who may or may not be members of the RENs or employees of the FAA, to participate. REN chairperson may participate on behalf of the RENs in activities of offices, divisions, directorates, and specialized and internal groups, and committees, as practical and appropriate.
Participation by the chairpersons and other members is voluntary and at the discretion of the member's respective office, or division, subject to any applicable labor agreements.
12. Distribution. This order is distributed to division level in the regional office and to members of the Headquarters Environmental Network (HQEN) through AEE-300, Environmental Network Coordinator.
