U.S. DEPARTMENT OF TRANSPORTATION ORDER FEDERAL AVIATION ADMINISTRATION JO 7200.24 Air Traffic Organization Policy Effective Date: 12/26 / 2018 SUBJ: Authority to Define and Report Operational Metrics 1. Purpose of This Order. To ensure that operational metrics are consistently calculated and reported, this order establishes the Office of Performance Analysis (AJR-G) as the authoritative source for defining and reporting operational metrics. This order applies to routinely reported operational metrics.
2. Audience. This order applies to all FAA offices that use flight data in any communications with internal or external organizations.

4. Background. Consistency in reporting of metrics is a priority for the FAA. Inconsistent reporting causes unnecessary confusion and often requires additional work to understand and describe the reporting differences. These differences arise from disparate definitions, data sources, and methodologies used to calculate the same metric. For this reason , it is necessary to identify a single authoritative source for defining frequently reported metrics.
5. Limitations. This does not apply to safety, staffing, or cost re lated metrics except to define flight counts or other operational metrics required as an input to a given safety, staffing, or cost metric.
Additionally, this order does not in any way limit analytical efforts focused on identifying potential or actual operational changes in the NAS. Previously existing FAA orders defining authoritative data sources remain in effect.
6. Action. The Office of Performance Analysis will: a. Assume the responsibility to act as the authoritative source for defining and reporting operational metrics not directly pertaining to safety.
b. Produce Office of Performance Analysis orders defining the methodology used for calculating such metrics.
c. Distribute appropriate metrics in the Air Traffic by the Numbers and other appropriate publications. (https: // www . faa . gov / air traffic/by the numbers/ ).
d. Continue to make flight data for individual airports available through AJR-G reporting systems.
