2. BACKGROUND. '.rhc Office of Policy Development is the central staff office re$ponsibl~ for policy and economic planning within the Agency. It cunducts broad economic ctudies celative to all aspects of the aviation industr;, provides the Agency with economic forecasts and makes economi~ analyHes of proposed developm~nt p~ojects. Other offices and services

in the Agency have requirwents for specialized econom:lc analyses ,,r

stud1P.n within their own areas of responsibility which are met by con tr-lct or by d!rec·t ·employment of an economist by the office or service ..:oncerned. In order to conserve our resources and maxir t ze our utili zation of. me.npower, ft is esser.tial that all econumic activities be closely coordinated.

J. POLICY. To the fullei.t extent possible, the Agency's requirements for economic utudies and analyses, or professional judgments of economists will be met by the Office of Policy Development. Other offices and services may establish economist positions or hire economists in their professional capacity only in those instances in which there is a full time and continuLn~ need for economic analyses or stuuies li=Jited in application to the o~erationai responsi~ilities of that office or service.

Before arproving the eatablishment of such positions, the Office of Budget ~ill obtain the concurrence of the Office of PoJicy Development.

No office or servic? shall offer an appointment tc any person being employed as an economist without previously consulting with the Office of Policy Dev~lopment concerning the qualifications of candidates and the duties to be performed. Operating persunnel offices shall not process appointments tv positions in the economist series without evidence that sut.:h consultation with the Office of Policy Development has taken place.

T~ avoid unnecessary duplication and assure that maximum benefits are derived fretu each economic study, whether performed in-house or by contract, no such study shall be initiated or contract let without: the prior concurrence of the Office of Policy Developaent.
