This Order provides the responsibilities, goa ls, and core elements for establisb ing and managing the Leadersl1ip Enbance111enL and Development (LEAD) Program throughout the Aviation Safety organization (AVS).

2. DISTRIBUTT01'[. This Order is distribut ed to A VS Service/Office Directors and AVS Hoadquarrers, Region and Center Division or Directorate managers.

3. CHANGE. This changes paragraphs, 4, 6d, and 7d pe r recommendati ons from the Legal Compliance Re view Team. Tt also changes paragraph 5c {I) 10 reflec.t the esta bl ishment oftbe Office of Quality. lntegratioo, and Executive Services.

4. B/\CT <G ROUND. The program supports the FAA 's Pligbt Pl an Orgnnizatiooal Excellence goal of ens urin g tbe success of the FAA's mission through stronger leadership, a bettertrained workforce, enhanced cost-colltrol measures, and improved decision-making based on reliable data.

During 2002, developmental programs were designed nnd implemented in Flight Standards (AFS) Di visi o11s in the Eastern and Southwest R eg ions. These programs focused on tbe identi fication and development of AFS employees tor supervisory or managerial positions. In addi tion, the Eastern Region's program included non -supervisory positions. The A VS LEAD Program bui l ds on their program successes and e,~pands developmental opportunities to include a ll AVS employees iu the Services, Offices, an d Siaffs wh i ch will establisb one app ro ach to foster aviation safety programs integration.

5. RESPONSIBfLTTTES.

a_ A VS - l is responsible for: ( 1) Providing execu ti ve leadership and direction on the LEAD Program.

(2) Designating an A VS National LEAD Program Manager.

b. The A. VS l\ational LEAD Program Mana!!:er is responsible for: Distribution: A-\V(VS,FS,A.M,lR,RM,Al,QI,OV)-3; A-X(FS, AM)-3 Initiated B y: AVS- 10 VS 3110.17A ( l) Providing ge neral guidance and information about the p ro gr am .

(2) Requesting infonnation on p rogram status and effectiveness from each AVS Office /S erv ic e, (i .e. participat ion, accomplisbments, cross organizational data, etc) (3) Conducting evaluations and reporting results to AVS' management te <1111 .

(4) Making changes to tbe Natio n al Order, as necessary.

(5) Coorclinatmg with management and labor un io ns to fu lflll labnr management obligations.

c. The Directors of Flight Standards and Ai rcr aft Certification Servi ces are responsible for: (I) [mplementing a service w id e LEAD Program in accordance with this Order. Head quarters, Regional Di visi ons and Directorates mallagers may establish Divi s ion /Directorate LEAD programs consistent wi tb this Order ~nd the service wide program.

(2) Directing, funding and controlling the activities for t hei r LEAD program(sl. Thi s au thority may be re-delegated.

(3) Des ignating a LEAD l'ro gram Manager for their organization.

( 4) Ensuring Regional/Directorate L EAD programs are oonsis re 1 1t with the core elemems oftbc AVS LEAD Order.

d. The Fede ra l Ai r Surgeon is re s pon si b le fo r: ( l) implemen ti ng a LEAD P rogram for the Office of Aerospace Medicine (AAM) in ac cordance w ith chis Order.

(2) Directing, funding and controlling the activities for their LEAD program(s ). This au thority may be re-delega ted.

(3) D e.signati 1 lg a LEAD Pr ogram Manager fo r AAM .

e. Tbe Manager of t be AVS Executive Staff is resp011sib l efor : (I) Establ i sl 1 ing a joint LEAD program for the following A VS Hea dquarters compo nents: The Office ofRulemaking, Office of Accident lnvcs ti g ation , Office of Qual ity, Integration, and Executive Serv ices, Air Traffic Safety Oversight, the immediate office of the Associate Administra tor for Avi ation Safet y, an d the Su spet.:1ed Unap proved Parts Program Office. However, the Directors and Ma na ge rs of these or ganizations hav e the option of developing their u1 dividua l LEAD program in accordance with th is Order.

f. E ac h Manager/Supervisor is responsible for: -Page 2 VS 3110.17A (I) ldcnrifymg ~ssignments withfn their offices appropriate for the LEAD Progr-am and notifyh1g the designated LEAD Program Manager.

(2) Supporting and encouraging active participation in IJje LEAD program.

(3) Providing guidance, support and feedback to program participa,us to help make their assignmenl~ successful.

(4) Providing feedback. to LEAD prog ram managers to enbaoce the efficiency and effec tiveness of the program.

g. Each LEAD Pro!l;ram Manager (Headquarters and/or Regional) is responsible for: (l) Providing effecti ve management oftbeir organization's LEAD Program.

(2) Ensuring their organir.ation's program meets tbe elements of this Order.

(3) Serving as the LEAD focal point to p ro vide guit!anC<;! and address questions.

(4) Working wifh local Llnion representatives to fulfill any labor management obligations that differ from the national Order.

(5) I:nsuring unions representing bargaining unit employees in AVS are provided (e-mail) notice of LEAD opportunities as tbey become available.

(6) Notifying FM emp l oyee organ izations of p rogram requirements and ensuring tbose organizations are provided (e-mail) notice of LEAD oppo1tunlties as they become available. (Council of African American Emp loyees; FAA Gay, Lesbian, or Bisexual Emp lo yees; National Asian and Pacific American Association; National Black Coalition of Federal Aviation Employee.s; National Coalition of Federal Aviation Emp loyees with Disabilities; National Coalition of FAA Native American and Alaska Native l!mployees; Na ti onal Jlispauic Coalition of federal Aviation Employees; Professional Women Controllers; and Technical Women's Organ ization) (7) Tracking and monitoring pa11icipation and accomplishments of the program.

(8) Gathering feedback ofpartfoipants, managers, and supervisors to evaluate program effectiveness.

(9) Preparing pr ogram s!atuS and effectiveness re po rts as requested or needed.

h. LEAD Participants are responsible for: (]) App lying for LEAD program opportullities following appropriate annouucement procedures.

(2) Providu1_g feedback on LEAD experiences upon completion of assignment to the des ignated LEAD program mai 1ager .

b. Increase opportunities fortheAVS workforce to demonstrate their potential by providing supervisory, managerial, and leadership assignments.

c. Support the FAAFliglitPla)l's Organization Excellence Goal aod tbe AVS' Human Cap i tal Plan.

d. Support aviation safety programs in tegration efforts by providing cross Scrvice/Office/Staff experience.

c. Support a Model EEO P rogram.

f. Utilize t he FAA Corporate Mentoring Program as a management t ool.

g. Allow individuals to gain broader exposure w it lu.a t he AVS organization.

7. NAT IONAL A VS LEAD CORE ELEMENTS .

The fol lowing core elements must be incorpora te d in each LEAD 'Program ; a. Developmental assignments t ha t focus 011 supervisory, project 1 nanagemer11, or other as sig nm ents thut wfll contribute to an emp loyee's kadrrsltip development. L EAD Program ass ignmen ts may be auuounced for A VS employees at any grade level.

b. L EA D positions or assignments must have been identified or expected to be identified prior to a T ,EAP am1ouncement to promote program's credibility.

c. A LEAD Application/St.itement of Interest fom1 is required. The statement of interest should inc lude information oa how the em pl oyee bas demonstrated the ability to: Ach ieve Results; Lead peopl e; Build relationships; and Lead change. The attached suggested fo rm may be modified to meet each Oflice/Service's need.

d. Developmental ass(gnments should be opened to ot he r A VS organizations employees co promote aviati ou safety programs integration within A VS, whenever ap prop ria te.

e. App lications must be submitted in accordaoce with a1rnouncemcnr requirements through ihe first-level supervisor. First-l evel super visors will be provided the opportunity to make comments, Management shall support and strongly encourage active participation in th e LEAD program lo tbe ex.tent possible, taking into consideration operational requirements Page 4 VS 3110. 17A and funding. If operational requirements and/or ftrndlng do not permit pruticipation in tbe LEAD program, first-level supervisors may defer applications, o.oly iftbey receive con currcncefrom the second-level mru1ager. This must. be noted in tbe comments se- ction of chc app lication.

f. Applicants must have been emp l oyed in AVS or a po~;tJon funded by AVS fo r at least one year prior to beginning the assignment.

g. An employee will not be selected for a LEAD opportunity if that employee has recent disciplinary/adverse action(s) ancVor that employee is cuJTently under an Opportunity to Demonstrate Perfonnance (ODP). [For employees covered by an applicable collective bargaining agreement (CBA) or interim weement, "recent" means the time period specified (in the applicable CBA or interim agreement) that prior disciplinary or adver~e actions will (or may) be considered when detem1ining the appropriate penalty for any subse quent disciplinary or adverse action. Tftbere is no such time period specified (in the applicable CBA or interim agreement) or if the employee is not covered by au app licable CBA or interim agreement, ''recent" means one year from tbe date oftbe employee's LEAD Application/Statement of interest.)

b. Within a comptehensi ve recruilrilent plan, lhe I' AA employee associations musl be notified, since the associations can assist in publishing and distiibuting employment opport11oities to a wide audience of candidates.

Eacl1 program must develop and identify selection processes for their positions and assign ments.

J. Eligibility and other application requirements will be issued on specific LEAD an 11ouncements.

8. EVALUATION AND RE P ORTS Offa:e/Service Drrectors will conduct evaluations oftbeir LEAD program(s) and provide as sessment of their program status and results to tbe A VS Program Manager. A VS Program Man ager will conduct analysis and evaluate tbe efficiency and effectiveness of the program.
