FAA Notification regarding Electronic Ignition Systems and Oil Scavenging Pumps for Cessna Model 195

No.: 2012-20111205021 Date: May 15, 2012 http://www.faa.gov/aircraft/safety/programs/sups/upn AFFECTED PRODUCTS: Cessna Model 195 aircraft with the Jacobs R755 series of radial engines with either the Bendix WL-7A distributor modified with an Electronic Ignition System and/or modified with Oil Scavenging Pump System which were sold and/or supplied by Frank Rogers. PURPOSE: This notification advises all aircraft owners, operators, manufacturers, maintenance organizations, and parts suppliers and distributors regarding Electronic Ignition Systems and/or Oil Scavenging Pumps produced without Federal Aviation Administration (FAA) production approval. BACKGROUND: During a FAA Suspected Unapproved Parts (SUP) investigation it was determined that Frank Rogers, represented electronic ignition kits and oil scavenging pump kits as suitable for installation on a type certificated product without FAA manufacturer approval. These kits were advertised for sale on “The International Cessna 195 Club” website. RECOMMENDATIONS: Regulations require that type-certificated articles conform to their type design. Aircraft owners, operators, maintenance organizations, and parts suppliers and distributors are encouraged to inspect their aircraft and/or aircraft parts inventory for WL-7A Battery Timer modification kit consisting of a Pertronix Igniter Electric Ignition Module and a machined backing plate and/or the oil scavenging pump kit purchased from Frank Rogers. If these parts are found in existing inventory, it is recommended that they be quarantined to prevent installation. FURTHER INFORMATION: You can obtain information concerning this investigation from the FAA Manufacturing Inspection District Office (MIDO) given below. In addition to the above recommendations, the FAA would appreciate any information concerning the discovery of the referenced parts from any source, the means used to identify the source, and the actions taken to remove the parts from aircraft and/or parts inventories.
