AC 21–12D CHAPTER 1. GENERAL INFORMATION 1.1 Purpose. This advisory circular (AC) provides guidance and information needed to apply for an application to obtain an original or recurrent airworthiness certificate, or to amend a current certificate. This application is not required for the issuance of a replacement airworthiness certificate. For replacement airworthiness certificates, contact your local FAA office of guidance.
1.2 Applicability.
1.2.1 The guidance provided in this AC is for any registered owner of a U.S.-registered aircraft (or the agent of the owner) who is applying for an airworthiness certificate (refer to Title 14 of the Code of Federal Regulations (14 CFR) 21.173). The instructions in this AC denote actions that the applicants should take.
1.2.2 This is a guidance document. Its content is not legally binding in its own right and will not be relied upon by the Department as a separate basis for affirmative enforcement action or other administrative penalty. Conformity with the guidance document is voluntary only. Nonconformity will not affect rights and obligations under existing statutes and regulations.
1.2.3 The FAA will consider other means of demonstrating compliance that an applicant may elect to present. Terms such as “should,” “may,” and “must” are used only in the sense of ensuring the applicability of this particular method of compliance when the acceptable method of compliance in this document is used. If the FAA becomes aware of circumstances in which following this AC would not result in compliance with the applicable regulations, the FAA may require additional substantiation or design changes as a basis for finding compliance.
1.2.4 This material does not change or create any additional regulatory requirements or authorize changes in or permit deviations from existing regulatory requirements.
1.3 Effective Date. This AC is effective January 30, 2026 with the following exceptions: • Title 14 CFR 21.191(j), Operating former military aircraft , is effective July 24, 2026.
• Effective July 24, 2026, to be eligible for a light-sport category aircraft special airworthiness certificate under 14 CFR 21.190, Issue of a special airworthiness certificate for a light-sport category aircraft , an aircraft must meet the requirements under 14 CFR 22.100, Eligibility .
1.4 Explanation of Changes. This revision: • Updates this AC to the latest format.

• Incorporates the Modernization of Special Airworthiness Certification final rule (90 FR 35034, July 24, 2025).
• Adds Certified Foreign Inspection Agency information to the application, if applicable.
• Adds verification requirement for applicability under 14 CFR 21.183(d), if applicable.
• Removes the requirement for an Inspection Agency Verification signature on the application for an aircraft under 14 CFR 21.183(d).
• Provides guidelines for electronic signatures when using AWC.

AC 21-12D CHAPTER 2. AIRWORTHINESS CERTIFICATION PROCESS 2.1 Where You Can Access AWC or FAA Form 8130-6. Information concerning application for an airworthiness certificate, using either AWC or FAA Form 8130-6, is located on the FAA Airworthiness Certification of Aircraft website or by contacting your local FAA office. You should use the latest form version. The FAA will not accept superseded form versions. The FAA encourages applicants to use the preferred AWC method to submit an application.
2.2 How to Enter Information in AWC or on FAA Form 8130-6. Before starting, you may want to familiarize yourself with this AC, the AWC Applicant Registration Guide and Application Process Overview, hereafter referred to as “AWC User Guide,” and FAA Form 8130-6, both located on the FAA Airworthiness Certification of Aircraft website. First time AWC users should register for an AWC account. You should contact your local FAA office if you have questions related to completing the application.
2.2.2 All entries must be completed in the English language.
2.2.3 Do not make entries in areas identified for FAA use only.
2.2.4 A comprehensive knowledge center of regulatory and guidance material, which may be useful when applying for an airworthiness certificate, may be found at the Dynamic Regulatory System (DRS). It contains information such as Airworthiness Directives (ADs) and Type Certificate Data Sheets (TCDSs), among other useful information.
2.3 Who Can Complete and Submit the Application. The registered owner, or authorized agent of the registered owner, may complete and submit an application. An authorized agent is someone designated by the registered owner to act on their behalf. For someone to act as an authorized agent, the FAA will accept a notarized letter of authorization signed by the registered owner. This notarized letter should be included with the application or uploaded in AWC.
2.4 The FAA Advises Using AWC. The AWC online tool enhances the processing of an airworthiness application by eliminating the need to mail or physical deliver, track, and process the paper application, FAA Form 8130-6. When an applicant uses AWC, a series of questions and data fields relative to the type of airworthiness certificate requested guide the applicant through the process. Once completed, the resulting AWC document will be in the format of FAA Form 8130-6. Once submitted, AWC will securely transmit the completed application and related documents to the selected FAA office for processing.
Note 1: AWC provides the means of creating, submitting, and reviewing the status of an application. To make corrections to an AWC submitted application, contact your local FAA office for assistance. The completed, signed certificates are NOT available to 2-1 AC 21-12D the applicant within AWC. Certificates are obtained from the respective FAA aviation safety inspector (ASI), designee, or Organization Designation Authorization (ODA).

In conjunction with the AWC User Guide and this AC, proceed through AWC providing the applicable information. Each section of the application is explained in this AC.
2.6 Sections to Complete on FAA Form 8130-6.
FAA Form 8130-6 contains eight sections. Sections V and VIII are reserved for FAA or designee use only. The registered owner or authorized agent of the registered owner completes the other sections (see Table 1, Sections to complete on Form 8130-6) and then submits the application to the FAA.

Chapter 3. SECTION I, AIRCRAFT DESCRIPTION
AC 21–12D CHAPTER 3. SECTION I, AIRCRAFT DESCRIPTION Enter general information about the aircraft in this section of the application. Your information should include, as applicable, data from the aircraft identification (ID) plate, aircraft registration, TCDS, Supplemental Type Certificate (STC), aircraft specification sheet, or aircraft listing.
Hereafter in this AC, “aircraft registration” refers to the aircraft’s current registration or most recent renewal.
3.1 Registration Mark. Enter information about the aircraft’s nationality and registration marks. For U.S.-registered aircraft, enter the U.S. nationality designator letter “N” followed by the registration marks as shown on the aircraft registration certificate (refer to 14 CFR 45, subpart C, Nationality and Registration Marks ).
Note: In AWC enter at least the first three characters of the aircraft registration mark.
The system will display a list of N-Numbers starting with the characters entered. Locate and select your registration N-Number. The following aircraft and engine, if applicable, information is auto-populated: Aircraft Manufacturer or Builder’s Name, Aircraft Model Designation, Year of Manufacture, Aircraft Serial No., Engine Manufacturer or Builder’s Name, Engine Model Designation and Number of Engines . If the registration number auto-populates and any of the aircraft and engine data is missing or incorrect, use the edit button next to data field to make corrections. If AWC does not recognize the registration number, contact your local FAA office for assistance.
3.2 Aircraft Manufacturer or Builder’s Name. Enter the name of the manufacturer or builder. The following paragraphs provide additional guidance (refer to 14 CFR 45.13(a)(1)).
3.2.1 For standard and special airworthiness (primary, limited, provisional, and restricted categories) certificates, the manufacturer’s or builder’s name as it appears on the aircraft’s ID plate, or supplemental data plate if applicable, should be used to complete the data field.
3.2.2 For special airworthiness certificates in the light-sport category, the builder’s name, as identified on the aircraft’s ID plate and on FAA Form 8130-15, Manufacturer’s Statement of Compliance for a Light-Sport Category Aircraft/Kit , should be used to complete the data field.
3.2.3 For special airworthiness certificates for the experimental purposes of operating amateur-built aircraft and operating primary kit-built aircraft, the builder’s name is the person who fabricated (applicable to amateur-built aircraft) or assembled the aircraft.
When two or more persons are involved in building the aircraft, enter only the person’s name that is listed first on the aircraft’s ID plate.
3-1 AC 21–12D 3.2.4 For special airworthiness certificates for the experimental purposes of operating former light-sport category aircraft (§ 21.191(l)), the builder’s name is the manufacturer identified on the aircraft’s ID plate and on FAA Form 8130-15.
3.2.5 For special airworthiness certificates for the experimental purposes of research and development, exhibition, air racing, crew training, market survey, showing compliance with regulations, and operating former military aircraft, each applicant for an airworthiness certificate must show that the aircraft is identified as prescribed in § 45.11. The builder’s name may be found on the aircraft’s ID plate. For other aircraft, enter “N/A.” 3.3 Aircraft Model Designation. Information about the aircraft model designation should be entered in this data field. Entering trade names is not acceptable. Refer to the additional information provided below.
3.3.1 For standard and special airworthiness (primary, limited, provisional, or restricted category) certificates, the aircraft’s model designation on the aircraft’s ID plate should be used to complete the data field. For surplus U.S. military aircraft, both the civil model designation and the military model designation should be used. For example, “B200C (C-12F)” has both the civil and military model designations. However, if a U.S. military aircraft receives a TC, the military model designation becomes the civil one and should be used to complete the data field (refer to 14 CFR 21.27, Issue of type certificate: surplus aircraft of the Armed Forces ). For U.S. military aircraft type- certificated under the restricted category, you should use only the military designation (refer to 14 CFR 21.25(a)(2)).
3.3.2 For special airworthiness certificates in the light-sport category, the aircraft’s model designation can be found on the aircraft’s FAA Form 8130-15. Use the manufacturer’s designation as identified on the aircraft’s ID plate and on FAA Form 8130-15 to complete this data field.
3.3.3 For special airworthiness certificates for the experimental purposes of operating amateur-built or operating primary kit-built aircraft, the aircraft model’s designation can be an arbitrary designation. The designation can be given by the builder. If the aircraft was purchased as a kit, the model designation may be assigned by the kit manufacturer.
To complete this data field, enter the builder’s designation or, if a manufacturer’s kit, the assigned kit designation. The model designation should match the aircraft’s ID plate.
3.3.4 For special airworthiness certificates for the experimental purposes of operating light- sport category kit-built aircraft (§ 21.191(k)), the aircraft’s model designation is identified on the aircraft’s ID plate and on FAA Form 8130-15. Manufacturers producing light-sport category aircraft kits for assembly provide a statement of compliance as evidence that the design and fabrication meet applicable consensus standards.
3-2 AC 21–12D 3.3.5 For special airworthiness certificates for the experimental purposes of research and development, exhibition, air racing, crew training, market survey, and to show compliance with regulations or a special flight permit, the aircraft’s model designation is found on the aircraft’s ID plate.
3.4 Year of Manufacture (Yr. Mfr.).
In this data field, enter the year the aircraft was manufactured using a four-digit format (for example, “2025”). In general, the date of manufacture is the date an aircraft receives its original airworthiness certificate. However, there may be other circumstances that modify this date. Where an earlier date is required by an applicable regulation, the earlier date would control. It is only when there is no defined date required that the FAA suggests that something that is easily determined and recorded be used, such as the date the original airworthiness certificate is issued. Where two or more regulations apply, each with their own date of manufacture, the FAA recommends using the earliest date required as compliance for all of the regulations under which a date of manufacture is specified. For aircraft eligible for special airworthiness certificates in the light-sport category or experimental light-sport category kit-built aircraft, the year of manufacture is found on the aircraft’s FAA Form 8130-15.
3.5 Aircraft Serial No. (Number).
3.5.1 For standard or special airworthiness certificates (primary, limited, provisional, and restricted categories), enter the manufacturer’s or builder’s serial number as it appears on the aircraft’s ID plate. For U.S. military aircraft, use the manufacturer’s civil serial number. The military serial number should be placed in parentheses following the civil serial number. If no civil serial number exists, enter the military serial number.
3.5.2 For special airworthiness certificates in the light-sport category, the aircraft serial number is identified on the aircraft’s ID plate and on FAA Form 8130-15. The ID plate and the serial numbers must match.
3.5.3 For special airworthiness certificates for the experimental purpose of operating amateur- built aircraft, the serial number is given by the builder who fabricated and assembled the aircraft. To complete this data field, enter the designated serial number.
3.5.4 For special airworthiness certificates for the experimental purposes of operating former light-sport category aircraft, the serial number is assigned by the manufacturer as identified on the aircraft’s ID plate and on FAA Form 8130-15. Use the serial number as identified on FAA Form 8130-15 to complete this data field.
3.5.5 For special airworthiness certificates for the experimental purposes of research and development, exhibition, air racing, crew training, market survey, and to show compliance with regulations or a special flight permit, the serial number is found on the aircraft’s ID plate. For the experimental purpose of operating former military aircraft use the manufacturer’s civil serial number. for aircraft with a military serial number, the 3-3 AC 21–12D serial number should be placed in parentheses following the civil serial number. If no civil serial number exists, enter the military serial number.
3.6 Engine Manufacturer or Builder’s Name.
Enter the aircraft engine manufacturer or builder’s name, if applicable. The engine information in this and other data fields on FAA Form 8130-6 refers to engines used for aircraft propulsion (refer to 14 CFR 1.1, General definitions ).
3.6.1 For type-certificated engines, enter the manufacturer's or builder’s name from the engine ID plate, regardless of conformity to type design. If the ID plate is missing, use the marketplace name or any markings on the engine. Abbreviations may be used (for example, “P&W” or “G.E.”).
3.6.2 For non-type-certificated aircraft engines, enter the manufacturer or builder’s name as it is known in the marketplace or if marked on the engine to complete this data field (for example, Rotax). Abbreviations may be used.
3.6.3 When no aircraft engines are installed, as in the case of a glider or balloon, enter “N/A” to complete this data field.
3.7 Engine Model Designation. Enter the engine model’s designation.
3.7.1 For type-certificated engines, enter the model designation located on the engine ID plate whether or not the engine conforms to type design. If a type-certificated aircraft engine no longer has an ID plate, find and use the engine manufacturer’s model designation, part number, or serial number markings. Examples include “O-320-A1B,” “PT6A- 20A,” or “CFM56-3C1” (refer to 14 CFR 45.13(a)(2)).
3.7.2 For non-type-certificated engines, find and use the engine manufacturer’s model designation, part number, or serial number markings.
3.7.3 When no engines are installed, as in the case of a glider or balloon, enter “N/A.” 3.8 Number of Engines.
Enter the number (using digits) of aircraft engines installed on the aircraft, if applicable.
For example, an entry of “1” means that one aircraft engine is installed. For aircraft with no engines, enter “0.” 3.9 Propeller Manufacturer or Builder’s Name.
3.9.1 For type-certificated propellers, enter the name of the manufacturer or builder’s name as shown by propeller ID markings and whether the propeller conforms to type design. If a type-certificated propeller no longer has an ID plate, enter the manufacturer or builder’s name as it is known in the marketplace to complete this data field.
3-4 AC 21–12D 3.9.2 For non-type-certificated propellers, enter the manufacturer’s name as it is known in the marketplace to complete this data field.
3.9.3 Enter “N/A” if no propellers are installed.
3.10 Propeller Model Designation.
3.10.1 For type-certificated propellers, the manufacturer is required to mark the propeller with the model designation. Use this information to complete the data field whether or not the propeller conforms to type design. If a type-certificated propeller no longer has an ID plate, enter the model designation as it is known in the marketplace or use the propeller diameter and pitch when a model designation is not known.
3.10.2 For non-type-certificated propellers, enter the model designation as it is known in the marketplace or use the propeller diameter and pitch.
3.10.3 Enter “N/A” when no propellers are installed.
3.11 Aircraft Is Import.
Mark this box if a new or used type-certificated aircraft is received from the regulatory jurisdiction of a foreign civil aviation authority (CAA) and the following conditions are met: 3.11.1 New Aircraft.
3.11.1.1 The aircraft was manufactured in a foreign country with which the U.S.
has a bilateral agreement.
3.11.1.2 The aircraft has been issued a U.S. type certificate in accordance with the bilateral agreement between the State of Manufacture and the U.S.
Bilateral agreements can be found at the FAA International Aircraft Certification website. The State of Design certifies applicable aircraft noise, fuel venting, exhaust emissions, and fuel efficiency requirements of the State of Design and any other requirements the FAA may prescribe.
Manuals, placards, listings, and instrument markings required by applicable airworthiness and noise requirements, where applicable, are presented in the English language (refer to 14 CFR 21.29, Issue of type certificate: import products ).
3.11.1.3 The State of Manufacture certifies the aircraft conforms to its type design and is in condition for safe operation (refer to 14 CFR 21.183(c)).
Note 1: An export certificate of airworthiness (“C of A”), or equivalent, is mandatory for the import of new standard classification aircraft, new primary category aircraft, and new restricted category aircraft per §§ 21.183(c), 21.184(b), and 21.185(c) respectively, and should 3-5 AC 21–12D accompany this application to facilitate the airworthiness certification process.
Note 2: Do not mark this box for light-sport category aircraft manufactured outside the U.S. Section § 21.183 and similar are inapplicable, because imported light-sport category aircraft do not have a type design (a state of manufacture cannot certify a light-sport category aircraft conforms to its type design when it does not have a type design).
However, they still must be from a country having a bilateral agreement with the U.S. concerning airplanes (refer to 14 CFR 21.190(d) or, after July 24, 2026, 14 CFR 22.100(b)(1).
3.11.2 Used Aircraft.
Mark this box for all used, type-certificated, imported aircraft, regardless of the State of Design or State of Manufacture of the aircraft.
Note: Although countries with which the United States has concluded bilateral agreements concerning airworthiness have agreed to provide an export C of A with used aircraft exported under those agreements, an export C of A is not mandatory. Similarly, an export C of A is not mandatory for used aircraft exported from non-bilateral countries. That is, the FAA may not deny issuance of an airworthiness certificate for a used imported aircraft solely because an export C of A has not been issued or provided.
However, without an export C of A for a used aircraft, the applicant’s showing and the FAA’s finding of airworthiness may be burdensome, impractical, or not feasible due to the need for conducting a complete conformity inspection and a lack of available design data for such inspections. For these reasons, obtaining an export C of A from the exporting authority and submitting it with this application is always desirable.
3.12 Aircraft Location, for AWC Only.
Enter the physical location of the aircraft where it will be inspected for airworthiness.

AC 21-12D CHAPTER 4. SECTION II, CERTIFICATION REQUESTED Select the airworthiness certificate requested. In AWC, select the appropriate certificate requested from the drop-down lists. To clearly indicate choices on Form 8130-6, use checkmarks or “x” marks in the boxes.
4.1 Standard Airworthiness Certificate.
A standard airworthiness certificate is issued for type-certificated aircraft in the normal, utility, acrobatic, transport, commuter, and manned free balloon categories. For a standard airworthiness certificate, mark or select the “Standard Airworthiness Certificate” box and the applicable category box. Refer to the aircraft model’s TCDS to determine whether more than one category can be selected.
4.1.1 Also included are special class aircraft, including engines and propellers installed thereon, such as powered lift, gliders, airships, unmanned aircraft, and other nonconventional aircraft, for which airworthiness standards have not been issued, refer to 14 CFR 21.17(b). A special class should be indicated by marking or selecting the “Standard Airworthiness Certificate” box and the “Other” box. In AWC, enter the type (previous examples) in the “Other” text box. In the blank space on Form 8130-6 directly above the standard category blocks, enter the type (for example, glider, very light aircraft, or airship).
4.1.2 For aircraft type-certificated before the adoption of categories, mark or select the “Standard Airworthiness Certificate” box and the “Other” box. Use the blank space directly above the boxes or use the “Other” text box in AWC to enter the certification basis. The certification basis can be found in the aircraft listing, specification sheet, or TCDS. Here is an example of an older certification basis entered in the blank space: “Category N/A Certification basis CAR 04 A (Civil Air Regulations part 4a)”. This certificate is issued to aircraft not meeting the requirements for a standard airworthiness certificate. Special airworthiness certificates are identified as primary, light-sport, limited, provisional, restricted, experimental, and special flight permit (in AWC, for SFP, use Special Flight Permit link on AWC dashboard).
4.2.1 Primary Category.
Special airworthiness certification in the primary category can be issued to type- certificated aircraft meeting the criteria of 14 CFR 21.24(a)(1) that are manufactured under a PC. This also includes aircraft kits provided by a PC holder to other people.
However, those who assemble these kits work under the supervision and quality control of the PC holder. To submit an application for a special airworthiness certificate in the primary category, mark or select the “Special Airworthiness Certificate” box and the “Primary” box. The following regulations may be useful when making an application of special airworthiness in the primary category (Table 3).

Special airworthiness certificates in the light-sport category can be issued when an aircraft meets the requirements of 14 CFR 21.190, Issue of airworthiness certificate for a light-sport category aircraft . Effective July 24, 2026, to be eligible for a light-sport category aircraft under § 21.190, Issue of a special airworthiness certificate for a light- sport category aircraft , it must meet the requirements under 14 CFR 22.100, Eligibility .
For a special airworthiness certificate in the light-sport category, in AWC, select the class from the Light-Sport Class drop-down list that is displayed. On Form 8130-6, mark or select the “Special Airworthiness Certificate” box and the “Light-Sport” box, and then mark or select the appropriate light-sport class (for example, airplane or powered parachute). Select only one class. Mark the “Other” box and provide a description of the category specified by the FAA, if applicable. If the requested light- sport “other” exceeds the limitations of the text box, enter “See section VII.E of this form.” In section VII.E, enter “B.9-8 continued:” and enter the applicable light-sport “other” requested via this application.
4.2.3 Limited Category.
Special airworthiness certificates in the limited category can be issued when an aircraft meets the requirements of 14 CFR 21.189, Issue of airworthiness certificate for limited category aircraft . For a special airworthiness certificate in the limited category, in AWC, select the limited category from the drop-down list that is displayed. On Form 8130-6, mark or select the “Special Airworthiness Certificate” box and the “Limited” box.
4.2.4 Provisional Category.
Special airworthiness certificates in the provisional category can be issued when an aircraft has a provisional TC. A provisional category special airworthiness certificate is issued to conduct special purpose operations of aircraft with provisional TCs. The duration of this airworthiness certificate is limited to the duration of the provisional TC.
Two classes of provisional TCs may be issued. Class I certificates may be issued for all categories and have a duration of 24 months. Class II certificates are issued for transport 4-3 AC 21-12D category aircraft only and have a duration of 12 months. For a special airworthiness certificate in the provisional category, in AWC, select provisional category and applicable Class from the drop-down lists that are displayed. On Form 8130-6, mark or select the “Special Airworthiness Certificate” box and choose one of the class boxes (refer to 14 CFR 21.221, Class I provisional airworthiness certificates , or 14 CFR 21.223, Class II provisional airworthiness certificates ).
4.2.5 Restricted Category.
Special airworthiness certificates in the restricted category can be issued when an aircraft meets the requirements in 14 CFR 21.185, Issue of airworthiness certificate for restricted category aircraft .
4.2.5.1 This category includes several types of uses described in 14 CFR 21.25(b) (Table 4).

In block 8 you should mark the special purpose operation(s) corresponding to the restricted category use. If the requested special purpose operation(s) exceed the limitations of the text box, enter “See section VII.E of this form.” In section VII.E, enter “B.3-8 continued:” and enter all applicable special purpose operations requested via this application. 4.2.7 Special Flight Permit.
Special flight permits are issued to aircraft that may not currently meet applicable airworthiness requirements but are capable of safe flight. For a special flight permit, on Form 8130-6, mark the “Special Airworthiness Certificate” box, the “Special Flight Permit” box, and the applicable operation to be conducted. Unmanned aircraft may be issued special flight permits for production flight testing.
Note: When using AWC, select “Special Flight Permit” from the “Create Application” section on the AWC dashboard. Refer to the AWC User Guide and Sections 11 and 12 of this AC for further guidance and instructions when applying for a special flight permit. Certificates can be issued to an applicant in the restricted category and one or more other categories except the primary category (refer to 14 CFR 21.187, Issue of multiple airworthiness certificates for restricted category aircraft , for additional information and requirements). In AWC, to apply for multiple airworthiness certificates, select “Multiple Certificates” from the Create Application section on the AWC dashboard page. 4.4 Current Airworthiness Certificate to Retain.
If there is an existing airworthiness certificate, standard or special, that is to be retained in addition to the certificate being applied for on the application, mark the “Current Airworthiness Certificate to Retain” box and enter the type of certificate followed by the date of issuance as shown on that certificate. Example: if the applicant is applying for a special airworthiness certificate in the restricted category with a special purpose of agriculture-crop spraying and the aircraft currently has a valid standard airworthiness certificate in the normal category that the applicant wishes to retain, enter “Standard- Normal” and date of issuance on that certificate “05 Jun 2019.” If there are existing airworthiness certificates that exceed the limitations of the text box, enter “See section VII.E of this form.” In section VII.E, enter “B.10 continued:” and enter all applicable existing airworthiness certificates to be retained.

AC 21-12D CHAPTER 6. SECTION III, OWNER’S CERTIFICATION, ITEM B, AIRCRAFT CERTIFICATION BASIS In this section, enter information about the aircraft’s certification. If the application is for multiple airworthiness certificates, the certification information for each requested certificate should be entered. In AWC, select the certification information from the applicable drop-down list. On Form 8130-6, mark all boxes that apply to the application and complete the requested data in each data field as it applies.
6.1 Aircraft Specification or Type Certificate Data Sheet.
6.1.1 For aircraft with TCs, enter the TC number (for example, “T00001SE”). When revisions exist, use the TC number plus “Rev” and the revision number (for example, “T00001SE Rev 46”). The revision number is the version found on page 1 of the aircraft’s TCDS.
6.1.2 For a new aircraft or model where the TCDS or specification has been approved but not yet published, enter the date of approval in month/day/year format, the TC number, and the word “Preliminary” (for example, “01/02/2010 AB123 Preliminary”).
6.1.3 Older aircraft (predating TCDS) may have been originally certificated with aircraft specifications. Specifications may be located on the DRS website using the TCDS link and searching by the type or model aircraft. Enter the specification number as shown on the “TC Number” line.
6.1.4 For special airworthiness certificate for the light-sport category or the experimental purposes of operating light-sport category kit-built aircraft or operating former light- sport category aircraft mark the box and enter “N/A.” A manufacturer’s statement of compliance, Form 8130-15, must be provided with the application pursuant to § 21.190.

6.2 Airworthiness Directives.
Regardless of the type of airworthiness certificate requested, indicate the aircraft is in compliance with all applicable ADs (refer to 14 CFR Part 39, Airworthiness Directives , and 14 CFR 21.99, Required design changes ). Airworthiness Directives Biweekly (AD biweekly) can be found on the DRS website.
6.2.1 If the aircraft is in compliance with all ADs, check the box and then enter the latest AD biweekly supplement number published as of the date of application. Use a four-digit year, a dash, and publication number format. As an example, if the day of the application is 09/30/2024, 2024-19 would be the latest supplement published, enter “2024-19” in the data field.
6-1 AC 21-12D 6.2.2 For a special airworthiness certificate for the light-sport category or the experimental purposes of operating former light-sport category aircraft or operating light-sport category kit-built aircraft, you should enter “None” 6.2.3 In AWC, if answered “No” to the “All Applicable ADs Are Compiled With” field, a prompt is displayed indicating that the application is not eligible for a standard or special airworthiness certificate and to contact the local FAA office for guidance. AWC will not allow the continuation of this application.
6.3 Supplemental Type Certificate.
This data field is applicable for all standard airworthiness certifications. This data field is also applicable for special airworthiness certifications in the restricted, limited, provisional, and primary categories. When one or more STCs are installed, mark the box and complete the data field with the required information. When no STCs are installed, leave the box unmarked and enter “N/A.” 6.3.1 Enter the STC number of each STC installed. If more space is needed, use an attachment. When using an attachment, list the STCs installed by STC number only. For aircraft involved in FAA STC projects, ensure the STC number for the completed project is listed in the data field at the time of application.
6.3.2 For a special airworthiness certificate for the light-sport category or an experimental purpose, in AWC select the “Not Applicable” box, for paper Form 8130-6 user, leave the box unmarked and enter “N/A” in the data field.

7.2 Total Airframe Hours.
Enter in this data field the aircraft’s total time in service measured in hours. Time in service should be determined from your aircraft maintenance records.
7.3 Experimental Only.
7.3.1 This data field should only be completed when— • Submitting an application for a new or renewed special airworthiness certificate for an experimental purpose (experimental airworthiness certificate), • Requesting a change from an experimental airworthiness certificate back to a previously held standard airworthiness certificate, or • Requesting a change from an experimental airworthiness certificate back to a previously held special airworthiness certificate in another category.
7.3.2 Enter “0” if applying for an original issuance of an experimental airworthiness certificate with zero hours flown.
7.3.3 If renewing an experimental airworthiness certificate or making an application to change back a previously held certificate, enter in this data field the number of hours the aircraft has flown since the issuance of the current experimental airworthiness certificate.

AC 21–12D CHAPTER 9. SECTION IV, INSPECTION AGENCY VERIFICATION Complete this section only for standard airworthiness applications of used aircraft or surplus U.S. military aircraft (except an experimental aircraft that previously had been issued a different airworthiness certificate under this section). To qualify for a standard airworthiness certificate, show the aircraft conforms to a type design approved under a TC or an STC. The aircraft must also be in compliance with all applicable FAA issued ADs. The aircraft must be inspected and found airworthy by one of four methods (refer to paragraphs 9.1 through 9.4 of this section). The aircraft has been inspected in accordance with the performance rules for 100-hour inspections, refer to 14 CFR 43.15, or an equivalent performance standard acceptable to the FAA (refer to 14 CFR 21.183(d)(2)).
Note: Do not complete this section when applying for an amended certificate, § 21.177.
9.1 Title 14 CFR Part 121 Certificate Holder.
Mark this box and enter the certificate number when the aircraft has been inspected and found airworthy by a Part 121 certificate holder.
9.2 Certificated Mechanic.
Mark this box and enter the certificate number when the aircraft has been inspected and found airworthy by a certificated mechanic.
9.3 Certificated Repair Station.
Mark this box and enter the certificate number when the aircraft has been inspected and found airworthy by a mechanic at a certificated repair station.
9.3.1 Certificated Foreign Repair Station.
Mark this box and enter the name (and number if applicable) of the foreign maintenance organization that inspected and found the aircraft airworthy if all of the following are met: • The U.S. has a bilateral agreement with implementation procedures with the exporting country that includes acceptance of this aircraft category by the U.S. for import, • The inspection was performed by a maintenance organization appropriately certificated by the exporting CAA, and • The inspection was completed while the aircraft was operated on the registry of the exporting CAA and within 60 days of submitting the application for a U.S.

11.1.6 Registration Mark .
Enter the U.S. nationality designator letter “N” followed by the registration marks as shown on the aircraft registration certificate.
11.2 Item B, Description of Flight.
11.2.1 Customer Demonstration Flights.
Mark this data field if the special flight permit is for a customer demonstration flight.
11.2.2 From.
Enter the aircraft’s current location (for example, “Kansas City, Missouri”, or the airport identifier “MCI”).
11.2.3 To.
Enter the aircraft’s intended destination (for example, “Dallas, Texas”, or the airport identifier “DFW”).

This data field should contain the name(s) of an airport or city at some intermediate point(s) in the flight. Entering “via” points provides a general direction of the flight route (refer to 14 CFR 21.199(a)(2)). For example, a flight from “Kansas City, Missouri” (or “MCI”), to “Dallas, Texas” (or “DFW”), may be flown via “Wichita, Kansas” (or “ICT”), and “Oklahoma City, Oklahoma” (or “OKC”). Leave this data field blank if there are no planned intermediate points.
11.2.5 Departure Date.
Enter the date the flight is planned using month/day/year format (for example, “02/09/2025”).
11.2.6 Duration.
The duration is the length of time needed for the special flight permit. The duration is not the same as the planned duration of the actual flight. Factors such as fueling stops, weather conditions, overnight stops, or any other reasonable condition should be given consideration when establishing the duration. The length of time needed for the aircraft to reach its intended destination should be given in whole number days or weeks (for example, “7 days” or “2 weeks”) (refer to 14 CFR 21.199, Issue of special flight permits ).
11.3 Item C, Crew Required to Operate the Aircraft and Its Equipment.
In this section, mark the boxes of the crew required to operate the aircraft and its equipment. If additional crew members other than the ones listed in boxes are necessary, mark the “Other” box. Enter the additional required crew member’s function (for example, test engineer, avionics technician) in the space provided to the right of the “Other” box.
11.4 Item D, The Aircraft Does Not Meet the Applicable Airworthiness Requirements as Follows.
In the space provided, detail the conditions where the aircraft does not comply with the applicable airworthiness requirements. Keep in mind this is the basis for requesting a special flight permit and will need to be specific (refer to 14 CFR 21.199(a)(4)).
11.5 Item E, The Following Restrictions Are Considered Necessary for Safe Operation.
In the space provided, enter any restrictions considered necessary for safe operation of the aircraft (for example, reduced airspeed, operating weight, turbulence avoidance, crew limitations, or qualifications). The application will be reviewed, and additional conditions and/or limitations may be prescribed for safe operation (refer to 14 CFR 21.199(a)(5) and (6)).

12.1 AWC Project Documents.
This section of AWC is used to upload documents related to the AWC application that are requested. Documents may include, but are not limited to: • Program letter. Refer to § 21.193 Experimental certificates: general , for information on program letters.
• Drawings or photographs.
• Notarized letter of authorization.
• Amateur-built eligibility statement.
12.2 AWC Designee Tab.
AWC allows applicants to request a desired designee to be considered for assignment to this application. Please note that this is only a request and will be taken into consideration by the FAA. Circumstances may require the FAA to reject the requested designee, requiring the applicant to seek and request another designee, or it may be assigned to an FAA ASI. The FAA recommends that the applicant communicate with the requested designee, if known, prior to requesting in AWC.
12.3 AWC Review and FAA Office Information.
When using AWC, prior to submitting the application to the FAA, review the application for completeness and accuracy. Once review of the application has been completed, select the applicable FAA office. Refer to the FAA website to determine the applicable FAA office, at Locate an Office. Select the review box then the Submit Application button. In AWC, a prompt appears to accept the consent of signing the application digitally (Figure 1). Once accepted, the name of the person submitting the application will appear in the signature box preceded by “signed by” and followed by a digital time/date stamp.

Once completed and signed, the Form 8130-6 is submitted to the selected FAA office.
Be prepared to provide additional documentation required by the regulations for final airworthiness certification. For an authorized agent to act on someone’s behalf, a notarized letter of authority should be included with the application form. For manufacturers holding an FAA production approval, an application may be submitted to an authorized Designated Airworthiness Representative, Designated Manufacturing Inspection Representative, or Organization Designation Authorization unit member, as appropriate.
