8 Aug 72 SUBJ:· SANITARY SYSTEMS nl FAA FACILITIES 1. PURPOSE. This order establishes criteria tor the authorization, selection, and installation ot sanitary systems in nev and existing airWay t6ci1ities.
2. DISTRIBUTION. This directive is distributed to the branch le,rel in the AirWay Facilities Service, Systems Research and Development Service, · ·Logistics Service, Air Tr_atf'ic Service, and tlie Office of' Avie.ti-on Medicine; to the division level in the Office of' Budget and the Off'i::e of' Management Systems; to the branch level in the regional A!rway Facilities Divisions; to Directors all regions (exc--pt EU); to the division level at NAFEC and the Aeronautical Center; and to Air.na.y Facilities Sectors.

The agency provides facility enviro?Iment cond.itic~s edeque:te to protect the health end well-being of' op~rations and mait!~ene.zice personnel. The following criteria will authorize and imp1e=.ent the installation of' sanitary systems in agency facilities.
5. SANITARY SYSTEM AUTHORIZATION.

(2) The operation is such that personoel may not leave their duty station for suff'icient time to use a nearby facility.

The facility is remotely located where the possibility of being (3) "snowed-in" exists. This., in general., will nor.nally apply to areas where deep S!lO'A prevails throughout most of the winter months or unusual ~eather conditions prevail.
6. SANITARY SYSTEM SELECTION.
a. The sanitary system selected and installed must comply with the applicable state zoning and health regulations.
b. mes of sanitary systems approved: Conventional flush-type water closet with connections to a (1) water supply or water storage tank and sewage disposal system.
(2) Low cost, secondary type toilet system. The recommended system is in accordance with Specification FAA-C-2153, Sanitary System Gas Incinerator Type. Other incinerator systems, as well as chemical and biological (aerobic) Eystems., may be selected upon consideration of installation and maintenance cost., zoning and health restrictions., user acceptance, personnel acceptance or repair and cleaning requirements, aild esthetics. The biological.
(aerobic) system must comply to Standard No. 40, Indiv::.dual Aerobic Wastewater Treatment Plants, National Sanitation Foundation,.
Ann Arbor, Michigan. The toilet system shall be installed within the building if feasible. All systems outside the building will be approved by the Airway Facilities Service on a site-by-site basis. The installation of pit privies Will l:e prohibited.
Tb.is is based upon the determ:!.nation of the Office of Aviation Medicine that this type installation is "unsanitary., urallygienic., and provides a vector for many types of diseases affecting both humans and animals.
c. Qualifying criteria: (1) Airport traffic control towers., air route traffic control centers, flight service stations and other facilities authorized by paragraph 5a, except VORTAC and RCAG :facilities., shall normeJ.ly be equipped With a conventional water closet and wash basin sanitary system.
(2) VORTAC and RCAG facilities may be equipped with conventicnaJ.

8 Aug 72 division chief. VORTAC ~ RCAG facilities not designated as subsector headquarters as described.above may be equipped with conventional water systems if the total cost does not exceed $3,000. Tb.is cost includes· equipment water and sewer service cOlll'lections or well and septic tank installation, inspecticn, engineering, etc.
(3). other facilities meeting the requirements in paragraph 5 may be equipped with conventional water systems, but are subject to cost 11mitation of $3,000 described in (2) above.
(4) A seconda.-y type toilet system shall be installed at facilities other than those specified in 6c(l} through (3). Packaged premoistened paper towels shall be provided at this toilet for handwashing if a suitable water supply is not available.
7. SANITARY SYSTEM IMPI!:MENTATION.
a: . Existing facilities not having sanitary systems shall be so equipped by inclusion in the Operations Budget as Special Maintenance Projects.
Existing facilities having nonapproved types ~ syste?11S may be re fitted by inclusion in the Operations Budget e.s Special Maintenance Projects.
b. In accordance with Order 2500.8, Operations vs. F&:E Funding, the tunding for sanitary systems in facilities included in current estab lishment projects should be arranged through F&E sources. Funding should only be arranged through Operations sources in the event it is not practical to install the sanitary system as part of the orig inal establishment project and it niu,st be back:f'itted through a Special Maintenance Project.
c. Future establishment projects . shall be reviewed by the regions and budget estimates revised to include sanitary systems as necessary.
