ORDER 7910.5E National Policy Effective Date: 10/26/20 SUBJ: Aeronautical Charting Meeting 1. Purpose of this Order. This order establishes internal Federal Aviation Administration (FAA) procedures for conducting biannual meetings with the aviation community relating to informational content and design of aeronautical charts and flight information products. These meetings afford the public an avenue to provide comments to the FAA regarding policy, design, criteria, and charting of instrument flight procedures (IFP). This order is administrative in nature.
2. Audience. The primary audience for this order is FAA personnel responsible for informational content and design of aeronautical charts and flight information products/services.

4. What This Order Cancels. Order 7910.5D, Aeronautical Charting Forum, dated 12/06/2016 is canceled.
5. Explanation of Changes.
a. General Changes. This version changes the name of the order from “Aeronautical Charting Forum” to “Aeronautical Charting Meeting.” It also incorporates the updated Flight Standards organizational structure.
b. Paragraph 8.b(3). Updated procedure for the FAA to provide public notice of meetings.
c. Paragraph 8.b(8). Updated name for the Interagency Air Committee (formerly the Interagency Air Cartographic Committee).
d. Appendix A. Removed the background section.
6. Scope and Objective. The Aeronautical Charting Meeting (ACM) is established to: a. Identify issues concerning safety and usefulness of aeronautical charts and flight information products/services.
b. Discuss and evaluate proposals concerning aeronautical charts and flight information publications, digital aeronautical products, database coding, instrument flight procedures, and instrument flight procedure development, policy, and design.
Distribution: Electronic Only Initiated By: AFS-400 10/26/20 7910.5E c. Provide an opportunity for government and interested participants to brief and/or discuss new navigation concepts, terminal instrument procedures (TERPS) policy/criteria changes, and charting specifications and methodologies.
7. Organization. The ACM has no specifically designated members; however, those government agencies directly involved in the development and production of instrument flight procedures regularly attend meetings. This includes representatives from the FAA Flight Standards Service (FS), the FAA Air Traffic Organization (ATO), and the Department of Defense (DoD). Meetings are open to the public and anyone who attends may participate in discussions and initiate recommendations. Any feedback or recommendations provided to the FAA by the public at ACMs are provided on an individual basis. The ACM does not seek consensus recommendations.
8. Responsibilities.
a. The Executive Director of the Flight Standards Service and the ATO Vice President of Mission Support Services sponsor the meeting and provide administrative support.
b. The Flight Procedures and Airspace Group and Aeronautical Information Services will co-chair the meeting. The meeting is composed of two groups: the Instrument Procedures Group (IPG) and the Charting Group (CG). The IPG addresses issues relating to IFP criteria, design, policy, and development, as well as pilot procedures for instrument flight. The CG addresses issues relating to aeronautical charting specifications, database coding, and flight information products. The Flight Procedures and Airspace Group chairs the IPG and Aeronautical Information Services chairs the CG. Specific responsibilities of each group chair include: (1) Determining when meetings will occur. A minimum of two joint meetings per year must be scheduled. Additional, specific group meetings may be called at the discretion of the individual group chair.
(2) Formulating an agenda for each meeting.
(3) Notifying the public of the time, place, and agenda in advance of each meeting via direct e-mail distribution and announcement posted to the FAA’s public-facing website.
(4) Conducting the meeting, including exercising the authority to adjourn the meeting when considered in the public interest.
(5) Recording and publishing minutes. Every effort will be made to distribute minutes within 45 calendar days of the meeting.
(6) Assigning an Office of Primary Responsibility (OPR) for open issues and ensuring follow-up action is taken to resolve the concerns.
(7) Ensuring that comments concerning changes to TERPS policy/criteria are forwarded to the United States-Instrument Flight Procedures Panel (US-IFPP) for consideration.

(9) Ensuring that comments concerning changes to instrument approach, arrival, and departure procedure policies are forwarded to the Flight Technologies and Procedures Division for consideration.
(10) Ensuring that recommended changes to instrument flight and air traffic control procedures, as well as aeronautical information publications, are forwarded to the appropriate OPR for action.
