U.S. DEPARTMENT OF TRANSPORTATION ORDER FEDERAL AVIATION ADMINISTRATION National Policy 8000.374 Effective Date: 10 / 18 / 19 SUBJ: Flight Simulation Training Device Qualification Information Bulletins 1. Purpose of This Order. This order announces the Flight Simulation Training Device (FSTD) Qualification Information Bulletins for use by FSTD sponsors, manufacturers, data suppliers, and other interested stakeholders.

2. Audience. The primary audience for this order and the FSTD Qualification Information Bulletins is Flight Standards Service’s Safety Assurance offices’ aviation safety inspectors (ASI). The secondary audience includes the following stakeholders: • FSTD sponsors (e.g., air carriers, Title 14 of the Code of Federal Regulations (14 CFR) part 142 training centers, etc.) and contractors working on behalf of FSTD sponsors; • FSTD and supporting component manufacturers; • FSTD data providers (aircraft manufacturers and other data providers); and • Other stakeholders involved in the FSTD evaluation and qualification process.

Inspectors can access this order through the Flight Standards Information Management System (FSIMS) at http://fsims.avs.faa.gov. Air carriers (operators) can find this order on the Federal Aviation Administration’s (FAA) website at http://fsims.faa.gov. 4. Discussion. FSTD Qualification Information Bulletins contain useful information for FSTD sponsors and other stakeholders to assist them in meeting administrative and certain regulatory requirements of relatively low urgency or impact on safety. These bulletins also contain both general information and nonregulatory technical FSTD evaluation recommendations that provide guidance in meeting the FSTD qualification requirements of 14 CFR part 60. Information Bulletins frequently provide recommended or voluntary evaluation practices of new aircraft technology, new simulation technology, or other aviation safety enhancements that the part 60 Qualification Performance Standards (QPS) do not directly address. Significantly, Information Bulletins do not burden FAA inspectors with additional responsibilities not included in their work programs and are not processed in accordance with the agreement between the FAA and its inspectors’ bargaining unit. The responsibility to review and implement any action recommended in an Information Bulletin rests with the FSTD sponsor.

5. Publication of Information Bulletins. The Air Transportation Division will post the FSTD Qualification Information Bulletins on the FAA’s FSTD Information Bulletins web page at https://www.faa.gov/about/initiatives/nsp/bulletins/, which is maintained by Flight Standards.

10/18/19 8000.374 desiring a hardcopy may download and print the desired material from the web page. The FAA dates and categorically arranges Information Bulletins with the newest Information Bulletin shown first and the oldest shown last.

6. Publication Announcement. The Air Transportation Division will announce newly posted Information Bulletins by email notification to certain FAA stakeholders. Where the existence of an Information Bulletin provides useful information in the oversight of qualified FSTDs in approved training programs, we will also notify the manager of each applicable CMO and FSDO for further distribution within their respective offices.

7. Action. Any inspector with oversight of FSTDs in a 14 CFR part 63, 121, 135, 141, or 142 training program should become familiar with applicable Information Bulletins.

8. Distribution. We will distribute this order to the Flight Standards’ Safety Standards, Foundational Business, and Safety Assurance offices, International Field Offices (IFO), and Aircraft Evaluation Groups (AEG).

9. Authority to Change This Order. The manager of the Air Transportation Division may issue changes or revisions to this order as necessary to implement and manage Information Bulletins.
