SUBJ: Aircraft Certification Service Organizational Realignment and Refinement
References
1. Purpose of this Order . This order provides information on using existing Aircraft
Certification Service (AIR) directives, advisory circulars (ACs), policy statements, policy
memorandums, technical standard orders (TSOs), and quality management system (QMS)
documents after AIR ’s 2023 refinement. This order is intended to maintain the continuity of current practices and does not establish new policy.
2. Audience . All FAA personnel, delegated organizations, and designees.

4. What this Order Cancels . FAA Order 8100.18, Aircraft Certification Service
Organizational Realignment References , dated June 27, 2017.
5. Background. In the summer of 2017, AIR realigned from an organization in which
directorates were responsible for certain types of products (transport airplanes, small airplanes, rotorcraft, and engines and propellers) to an organization comprised of divisions responsible for specific safety functions. This was a first step toward realizing the 2017 Blueprint for AIR Transformation, with anticipated refinements expected. In subsequent years, each functional division underwent minor refinements to organizational structure.
a. On April 9, 2023, AIR further refined its organizational structure to align with the
original vision for AIR transformation and the Aircraft Certification Safety and Accountability Act of 2020. In this functionally aligned organization, many offices retained their roles and
responsibilities but were re-aligned within one of the new divisions and assigned a new
organizational identifier (code). In addition, new offices were created.

b. FAA Order 8100.5E, Aircraft Certification Service – Organizational Structure and
Functions , describes AIR’s functional divisions and staff offices , identified as: (1) Executive Staff Office, AIR - 1 0 .
(2) Senior Technical Experts Staff Office, AIR - 20 .
(3) International Office, AIR - 40 .
(4) Safety & Performance Integration (S&PI) Division, AIR - 300 .
(5) Integrated Certificate Management (ICM) Division , AIR - 5 00 .
(6) Policy & Standards (P&S) Division, AIR - 600 .
(7) Compliance & Airworthiness (C&A) Division, AIR - 700 .
(8) System Oversight (SO) Division, AIR - 800 .
(9) Enterprise Business Operations (EBO) Division, AIR - 900.
6. Using Policy , Guidance , and Standards after AIR’s 2023 refinement . If an existing
policy , guidance , or standard reference s the directorate structure, th e document remains applicable. This order contains information , specified in five appendices , to assist in using such documents in the functional divisions.
a. Appendix A contains organizational charts that depict how the organization is structured .
b. Appendix B contains a list of each office’s organizational code under the directorate -
based organization and their corresponding office code under the realigned and refined
organization.
c. Appendix C contains a list of AIR orders , ACs , policy statements, policy memo randums , TSOs, and QMS documents that were reviewed to evaluate the use of organizational titles as we continue to update documents for the transition to s functional organization . Documents listed in a ppendix C with bold text require additional clarification beyond what is provided in paragraph 6 (f) , which is provided in appendix D .
d. Appendix D provides additional clarification for AIR orders, ACs , policy statements, policy memo randums , TSOs, and QMS instructions listed in appendix C with bold text because they require additional clarification beyond what is provided in paragraph 6(f) .
e. Appendix E contains the information technology (IT) tools that were evaluated. New
organizational codes are being inte grated into the IT applications where appropriate . Continue to use these IT tools using the existing organizational codes if necessary and per IT system program manager guidance .

f. For all documents in a ppendix C , until next revision or change to noted documents :
(1) Substitute any reference to an organizational code with the corresponding
organizational code in the functional division as defined in a ppendix B.
(2) All references to directorate or standards staff responsibilities not mentioned in
paragraphs ( 3 ) or (4) are replaced and understood to mean the P&S Division.
(3) All references to directorate product/ geographic areas of responsibility related to
Manufacturing Inspection Office (MIO), Manufacturing Inspection District Office (MIDO), or
manufacturing field office, Manufacturing Inspection Satellite Office (MISO), Certificate
Management Office (CMO), Cert ificate Management Unit (CMU) are replaced and understood
to mean the SO Division , or ICM Division when referring to its assigned products .
(4) All references to areas of responsibility related to Military Certification Office
(MCO) are replaced and understood to mean Military Certification Branch (MCB).
(5) All references to directorate product/geographic areas of responsibility related to
Aircraft Certification Office (ACO) or aircraft certification field office, or the Delegation Systems Certification Office (DS CO) are replaced and understood to mean the C&A Division, or ICM Division when referring to its assigned products.
(6) Refer production or airworthiness issues that require a directorate manager action to
the SO Division Director or ICM Division Director for assigned products.
(7) Refer design approval and continued operational safety responsibilities , including
issues that require a directorate manager or assistant directorate manager action to the C&A Division Director or as applicable to the ICM Di vision Director , and their deputies, respectively, within their delegated authorities .
(8) Refer enforcement activity requiring directorate manager action to the division
director of the enforcement’s originating office.
(9) Refer oversight activity requiring dire ctorate manager action to the division director of the oversight activity’ s originating office.
(10) Replace all references to the Director of AIR with the Executive Director of AIR.
(11) A ll references to the Transport Airplane Directorate, the Small Airplane Directorate, the Rotorcraft Directorate, the Engine and Propeller Directorate, or the Design, Manufacturing & Airworthiness Division in the context of regulations (including special conditions, exemptions, etc.) and policy (including issue papers, equivalent level of safety findings, etc.) are replaced and understood to mean the P&S Division.
(12) All references to Boeing Aviation Safety Oversight Office (BASOO), Boeing CMO, and Engine Certification Office (ECO), are replaced and understood to mean the ICM Division.

(13) All references to Aircraft Evaluation Group (AEG) are replaced and understood to
mean Aircraft Evaluation Division (AED). Any references to Flight Standards (FS) Division, AIR Transportation Division, and flight standards field facilities are understood to mean the cognizant FS office.
(14) All references to international field offices in Brussels and Singapore are replaced
and understood to mean the AIR-40 International Office.
(15) All references to historical headquarters divisions are replaced and understood to
mean the six divisions: S&PI Division (AIR-300), ICM Division (AIR-500), P&S Division
(AIR-600), C&A Division (AIR-700), SO Division (AIR-800), EBO Division (AIR-900) and
four staff offices: Office of the Executive Director (AIR-1) and Deputy Executive Director (AIR-
2), Executive Staff Office (AIR-10), Senior Technical Experts Staff Office (AIR-20), and
International Office (AIR-40).
(16) For references created after 2017 but before the 2023 refinement organizational
change: all references to the following divisions under realignment: Organizational Performance Division, AIR-300 is replaced by the S&PI Division (AIR-300); International Division, AIR-400 is replaced by the International Office (AIR-40); Policy and Innovation (P&I) Division, AIR-600 is replaced by the P&S Division (AIR-600); and Enterprise Operations (EO) Division, AIR-900 is replaced by the EBO Division (AIR-900).
g. When an issue requires involvement of more than one division director, the affected
division directors must agree on one division director as the responsible division director.
Coordination between the affected divisions is required; however, only the identified responsible division director needs to sign any related documents.
h. All references to regional legal counsel will continue to remain valid as their offices are not part of AIR or the realignment.

Process for Mandatory Continuing Airworthiness Information , and IR - M 8040.1C, Airworthiness Directives Manual .
