NOTICE

FEDERAL AVIATION ADMINISTRATION Effective Date: 9/9/25 National Policy Cancellation Date: 9/9/26 SUBJ: Part A Management Specifications (MSpec), Parts A and B Letters of Authorization (LOA), and Part J Certificate of Waiver (CoW) for Powered-Lift 1. Purpose of This Notice. This notice announces new and revised management specifications (MSpecs), Letters of Authorization (LOA), and Certificates of Waiver (CoW) applicable to powered-lift operations conducted in accordance with Title 14 of the Code of Federal Regulations (14 CFR) parts 61, 91, 91 subpart K (part 91K), 141, and 194. These authorizing documents will enable persons and certificate holders (CH) utilizing powered-lift to conduct pilot training and operations.

2. Audience. The primary audience for this notice is Flight Standards (FS) Safety Assurance principal inspectors (PI) with oversight responsibilities for persons and CHs using powered-lift under parts 61, 91, 91K, 141, and 194. The secondary audience includes FS personnel in the Office of Safety Standards.

4. Background. The FAA published a final rule enabling a new category of aircraft, powered-lift, to be safely incorporated into the National Airspace System (NAS). This final rule enabled pathways for pilot certification to be conducted at an Original Equipment Manufacturer (OEM), as well as made conforming edits to parts 91 and 91K to facilitate operations conducted with a powered-lift. Additionally, part 141 was supplemented by multiple sections in part 194 to ensure a pilot school operating under part 141 has clear and adequate requirements surrounding syllabi, course revisions, and personnel qualifications when providing pilot training in a powered-lift.

5. Discussion. For this notice, new and revised templates will not be shown in the appendices and instead will be listed in Appendix A. For the new template, a single example of the new template will be provided in Appendix B.

a. Templates. All of the templates in this notice are nonmandatory revisions and will only apply to persons and CHs who will utilize powered-lift in their operations. As in the past with Distribution: Electronic Only Initiated By: AFS-800

9/9/25 N 8900.751 nonmandatory revisions, the PI will issue the most recent version of the templates whenever an amendment to that operations specification (OpSpec), LOA, or training specification (TSpec) is accomplished.

b. Guidance. Guidance for the LOA templates listed in Appendix A below can be found in FAA Order 8900.1, Flight Standards Information Management System: (1) Volume 3, Chapter 18: • Section 3, Part A Operations Specifications—General.

• Section 14, Parts A, B, and D Letters of Authorization for 14 CFR Part 141 Pilot Schools.

• Section 16, Parts A and B Letters of Authorization for Original Equipment Manufacturer Pilot Training in a Powered-Lift Under 14 CFR Parts 61 and 194.

(2) Volume 3, Chapter 3, Section 1, Issue or Renew a Certificate of Waiver—Banner Towing.

c. Appendices. The appendices contain a list of new and revised templates and a single sample of a new template.

(1) Appendix A contains a list of new and revised templates in Tables A-1 through A-4.

(2) Appendix B contains a single sample of the newly created LOA template.

6. Action. PIs who have oversight responsibilities for operators that request to add, or are authorized to use, powered-lift may require these updated paragraphs to be issued to those CHs.

9/9/25 N 8900.751 Appendix B Appendix B. Sample LOA B507, Original Equipment Manufacturer (OEM) Powered-Lift Pilot Training Course: 14 CFR Part 61 1. Authorization.

a. The Original Equipment Manufacturer (OEM), [Operator Name], may provide the training in accordance with 14 CFR Parts 61 and 194, §§ 194.217, 194.219, 194.225, and 194.227 that the FAA has found to be acceptable and is listed in Table 1 below to the OEM’s test pilots and instructor pilots, FAA test pilots, and FAA aviation safety inspectors (ASI).

a. The person providing the training: (1) Must be listed as an OEM instructor pilot in Table 3 of this Letter of Authorization (LOA), and (2) Must possess a flight instructor certificate with a powered-lift rating, or (3) Meet the Alternate Qualification Requirements of § 194.203.

b. Trainees must possess, prior to beginning a course of instruction, at a minimum, an FAA Commercial Pilot Certificate with: (1) An airplane category rating with a single-engine or multiengine class rating and an instrument-airplane rating; or (2) A rotorcraft category rating with a helicopter class rating and an instrument-helicopter rating.

B-1 9/9/25 N 8900.751 Appendix B c. The OEM must not conduct any training listed in this LOA unless that training, and any revisions to the training, has received written FAA acceptance.

3. OEM Instructor Pilots. The OEM instructor pilots listed in Table 3 may provide the training in the training courses listed in Table 1 and/or Table 2 above: Table 3 – OEM Instructor Pilots Name Course(s) Authorized to Instruct 4. Responsible Person and Other Designated Management Personnel. The Responsible Person must be a management official within the manufacturer’s organization and is responsible for complying with this LOA. Other Designated Management Personnel are the OEM’s management officials who have been designated by the OEM to be able to provide the endorsements stipulated in §§ 194.213(a), 194.219(b)(1)(ii), and 194.227(b)(1)(ii).

a. The Responsible Person and other Designated Management Personnel: (1) May provide the necessary endorsements to the manufacturer’s instructor pilots as stipulated in §§ 194.213(a), 194.219(b)(1)(ii), and 194.227(b)(1)(ii).

(2) Must verify the manufacturer’s instructor pilot has met the required experience requirements as stipulated in §§ 194.213, 194.219, and 194.227 prior to making any required endorsements.

(3) Must maintain a record for a period of at least 3 years that contains the name of each manufacturer instructor pilot they have endorsed and the date of that endorsement.

b. If the Responsible Person listed in Table 4 of this LOA relinquishes responsibility, this LOA becomes invalid, and the LOA holder must notify the FAA within 5 business days.

Expiration. This LOA expires 24 calendar months from the effective date and is subject to cancellation at any time upon notice by the Administrator or an authorized representative. The OEM may request renewal of this LOA by submitting a letter at least 60 calendar days prior to the expiration date to the responsible Flight Standards office.
