FEDERAL AVIATION ADMINISTRATION Effective Date: 6/25/26 National Policy Cancellation Date: 6/25/27 SUBJ: LOA C048, Enhanced Flight Vision System (EFVS) Operations 1. Purpose of This Notice. This notice announces a nonmandatory revision to the Title 14 of the Code of Federal Regulations (14 CFR) part 91 Letter of Authorization (LOA) C048, Enhanced Flight Vision System (EFVS) Operations, and the associated FAA Order 8900.1 inspector guidance. The revision adds the registration number to the LOA, which aligns with international authorizations and allows the operator to specify EFVS operations for certain aircraft. The revision also changes the Responsible Person for the LOA to that person listed in the operator’s LOA A001, Issuance and Applicability (revision 02c or latest).

2. Audience. The primary audience for this notice includes Flight Standards District Offices (FSDO), International Field Offices (IFO), Principal Operations Inspectors (POI), and personnel that may be assigned to process requests for LOA C048. 4. Background. The revisions adding the aircraft registration number and allowing specific EFVS operations for certain aircraft are a continuing effort to align with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs) and the policies of other Office of Safety Standards (OSS) divisions. Changes to the LOA’s Responsible Person designation are made consistent with N 8900.709, Revised Part 91 LOA A001 Template Affecting the “Responsible Person.” This allowed the Responsible Person for a variety for most 14 CFR part 91 authorizing documents (e.g., LOAs, Letters of Deviation Authority (LODA), Certificates of Waiver (CoW)) to be listed in a single document (LOA A001), which would be cross referenced in the authorizing documents. In the case of LOA C048, the Responsible Person is the person designated in LOA A001, rather than a person signing LOA C048. Therefore, if the Responsible Person changes, an update of LOA A001 will effect a change in most 14 CFR part 91 authorizing documents.

The updated policy is located in FAA Order 8900.1, Volume 4, Chapter 17, Section 1, Application Review: Letter of Authorization C048 for 14 CFR Part 91.

6. Guidance. This notice contains the sample LOA C048 template in Appendix A, which applies to 14 CFR part 91.

7. Action.

a. Revision of LOA C048. This is a nonmandatory revision to LOA C048. The updated authorization must be used when amending currently issued C048 LOAs, but there is no requirement to modify or reissue existing LOA C048 until that time.

b. Reissue of LOA A001. Title 14 CFR part 91 LOA C048 designates the person listed in Table 1 of LOA A001 as the Responsible Person (revision 02c or later, per N 8900.709). When issuing the revised LOA C048, the inspector should confirm that the operator’s issued LOA A001 has the current Responsible Person information and, if applicable, reissue LOA A001 using the latest revision (02c or later).

The FAA authorizes [Operator Name] to conduct Enhanced Flight Vision System (EFVS) operations as specified in Table 1, using only the listed aircraft and subject to the associated conditions and limitations in this Letter of Authorization (LOA).
