ORDER NG 1810.8B NextGen Organization Policy Effective Date: 09/20/19 SUBJ: William J. Hughes Technical Center’s Test and Evaluation Policy 1. Purpose of This Order. This order establishes the William J. Hughes Technical Center’s Test and Evaluation Policy requiring the use of consistent, standardized processes that facilitate the delivery of quality test and evaluation services.

2. Audience. This order applies to all organizations within William J. Hughes Technical Center directorate conducting test and evaluation.

3. Where Can I Find This Order? You can find this order on the FAA.GOV website under the “Regulations & Policies” tab and select “ Orders & Notices ,” or on the MyFAA Employee website.

Use “Tools & Resources” tab and select “ Orders & Notices .” 4. Cancellation. This order cancels NG 1810.8A, FAA William J. Hughes Technical Center’s Test and Evaluation Policy dated October 15, 2015.

5. Explanation of Policy Changes. This change addresses organizational changes, takes into account process changes, and improves the clarity of the policy.

6. Background. The Test and Evaluation Handbook establishes common standards for test processes and methods for the Technical Center’s organizations conducting test and evaluation. The goal is to maximize the quality of test and evaluation products and services, promote effective test and evaluation planning, reduce program risks, decrease program costs, and reduce latent defects.

7. Policy. The William J. Hughes Technical Center is committed to providing quality test and evaluation capabilities that support the FAA mission and fulfill FAA acquisition objectives. Under this policy, William J. Hughes Technical Center test and evaluation activities must use and adhere to the standards for test processes and methods identified in the Test and Evaluation Handbook.

8. Roles and Responsibilities. In support of this policy, this paragraph addresses the roles and responsibilities associated with test and evaluation activities under the direction of the Director, William J. Hughes Technical Center.

a. The Director, William J. Hughes Technical Center, is responsible for the overall operation and administration of test and evaluation activities and ensures that testing complies with this policy.

b. The Verification & Validation Strategies and Practices Branch Manager is responsible for the direction and oversight of the Test Standards Board.

Distribution: Electronic Initiated By: ANG-E5A 09/20/19 NG 1810.8B c. The Test Standards Board (TSB) is chartered with maintaining and monitoring standard test and evaluation processes, and for incorporating lessons learned in the Test and Evaluation Handbook.

The Board is also responsible for compliance and independent technical oversight of test and evaluation activities.

d. Test and evaluation managers are responsible for the centralized and coordinated management of their respective test and evaluation teams, and for ensuring that testing complies with this policy.

e. Test and evaluation practitioners are responsible for being knowledgeable of and adhering to this policy.
