AIRWORTHINESS APPROVAL NOTE NO: 27916 APPLICANT: Cessna Aircraft Company AIRCRAFT TYPE: Cessna 182T REGISTRATION NO: G-IBZT CONSTRUCTOR'S NO: T182-080967 DESIGN ORGANISATION: Cessna Aircraft Company CERTIFICATE CATEGORY: Transport Category (Passenger) DESCRIPTION Approval of the Cessna 182T in the Transport Category (Passenger). 1. Introduction This Cessna 182T is essentially similar to the earlier Cessna 182S variant, which have been approved previously in the Transport Category. Cessna production of the 182 up to the 182R variant ceased some years ago. The 182T, while having a high degree of commonality to its predecessor the 182S and like the ‘S’ model is certificated to FAR 23, rather than CAR 3. Cessna 182T airframes have serial numbers of 18280945 and upwards. The main changes introduced on the 182T are detailed in Cessna Report DM182T-0 and consist of mostly cosmetic and Avionics changes. The 182T is a four seat, high wing, light aeroplane, powered by a 230 hp Lycoming IO-540- AB1A5 piston engine, driving a constant-speed McCauley B3D36C431/80VSA-1 three-blade propeller. 2. Build Standard The Cessna 182T build standard is defined in FAA Type Certificate Data Sheet 3A13. Depending on the category of Certificate of Airworthiness required, the aircraft will be equipped in accordance with the appropriate requirements of the Air Navigation Order Schedule 4. This will be verified by CAA inspection. Approval Basis This aircraft validation has been carried out in accordance with the requirements of British Civil Airworthiness Requirements (BCAR) B2-2. 4. Basis of Validation 4.1 CAA Validation basis for the Aircraft This Aircraft type has been certificated by the FAA. FAA Type Certificate 3A13 refers. 4.2 CAA Design Requirements for Certificate of Airworthiness Compliance with UK Airworthiness Notices 33, 76, 88 along with any others relevant to the particular aircraft shall be demonstrated. All FAA AD’s and CAA AAD’s for the type shall be complied with before C of A. 4.3 Environmental Requirements Examples of the type added to the UK register are required to comply with noise certification requirements, and to be issued with noise certificates. The relevant requirements are Chapter N3,-5 of BCAR Section N, (equivalent to Chapter 10 of ICAO Annex 16) 4.4 Design Requirements Associated With Operational Approvals Compliance with the Air Navigation Order schedules of equipment relevant by weight and class of Certificate of Airworthiness will need to be demonstrated. Any installed equipment for which the air navigation order requires approval must be approved by the CAA. 5. Compliance with Basis of Validation 5.1 Compliance with the validation basis for the aircraft. This model has been Type Certificated by the FAA to FAR Part 23 to the Amendments listed on the TCDS. FAA Approval was granted on 28th March 2001. Cessna Master Compliance Checklist Model 182S Skylane Report No 182-96-001 and Compliance Demonstration Report No DM182T-0 detail. Under BCAR B2-2, this aircraft type is acceptable for UK certification based upon its FAA Type Certification, subject to compliance with applicable Airworthiness Notices, and, for Transport Category approval, the provision of the performance scheduling required by the ANO. This acceptance of the FAA approval extends to the installation of various items of optional equipment offered by the manufacturer, subject to any equipment approval which may be required by the Authority. For the particular case of the Global Positioning Systems, (GPS), offered as options by Cessna, these devices are not approved by CAA for use for approach guidance, nor as a primary means of navigation. These additional limitations on the use of GPS are included in CAA Supplement 1 to the Flight Manual. When the limitations can be removed or relaxed CAA Supplement 1 will be re-issued. It is noted also that these aircraft are fitted with ELTs, (Emergency Locator Transmitters), by the manufacturer. For operation under UK C of A it must be verified that the ELT fitted has a CAA equipment approval. ELTs which do not have CAA approval must be removed or disabled. (Pointer 3000-11 fitted. Approval VCO1140). 3 5.2 CAA design requirements for Certificate of Airworthiness CAA Airworthiness Notices: A “Low Volts Warning” annunciator is installed as part of the master warning annunciator panel. The standard system installed by Cessna has been assessed by CAA. While this system does not fully comply with AIL/0130, (which is the interpretative material for AN88), it was decided that the system does meet the intent of AN88. Thus, subject to a satisfactory electrical load analysis for each aeroplane, aircraft equipped with the factory-installed low volts warning system have a standard of airworthiness equivalent to that demanded by AN88. A factor in this decision was that the Cessna-installed warning is located directly in the pilot's forward field of view. Any practical installation of an alternative warning system would be in a much poorer position from the "attention getting" aspect. The manufacturer’s Flight Manual contains the procedures for AN88, including load shedding. However, as the electrical/avionic configuration may vary from aircraft to aircraft, an electrical load analysis must still be completed for each example. Subject to a satisfactory load analysis, compliance with AN88 may be accepted. These aeroplanes must also comply with AN76, Radio power supplies, and AN33, Unprotected Starter Circuits. individual aircraft, and shall be complied with. Compliance with all FAA Airworthiness Directives, CAA Additional Airworthiness Directives and Air Navigation Order schedules of equipment will be confirmed by inspection. Any installed equipment for which the air navigation order requires approval must be approved by the CAA. 5.3 Compliance with environmental requirements Examples of the type added to the UK register are required to comply with noise certification requirements, and to be issued with noise certificates. The aircraft is considered to comply with the relevant requirements of Chapter N3,-5 of BCAR Section N, (equivalent to Chapter 10 of ICAO Annex 16), due to the fact that the 182T is a non-acoustic change with respect to the 182S and has therefore been added to Noise Type Certificate No 221 at Issue 2 The subject Cessna 182T aircraft G-IBZT has been issued with an individual Noise Certificate No 9530. 5.4 Flight Manual The applicable “Pilot's Operating Handbook, and FAA-approved Airplane Flight Manual” is as defined by aircraft serial number on FAA TCDS 3A13. This is satisfactory for Private Category approval, subject to the inclusion of a Supplement to satisfy AN 33. (A Supplement for AN88 may also be required depending on the equipment fit of the individual aeroplane). A UK Supplement is required to be embodied in the Flight Manual for Transport Category approval, (which may include the procedure for AN33). To date the CAA have approved the following Flight Manual Documents: FAA Flight Manual & POH 182TPHUS00 UK Limitations Supplement CAA Supplement 1 Issue 1 4 GPS Limitations Change Sheet CAA Change Sheet 1 Issue 1 5 For aircraft requiring to use other Flight Manuals it shall be verified by the owner that the CAA has approved the documents before the Certificate of Airworthiness is issued. Where the manufacturer has supplied Flight Manual Supplements for the various items of optional equipment, the appropriate Supplement shall be included when the equipment is installed, and it shall be verified by the owner that the Supplements have been approved by the CAA. 6. Conditions Affecting this Approval The basic limitations are as specified in Type Certificate Data Sheet 3A13, and these are reproduced in the Flight Manual. UK limitations apply to the use of GPS, and ELTs must be approved separately by the CAA. 7. Continued Airworthiness This aircraft should be maintained in accordance with the manufacturers instructions and a schedule approved by CAA. This is the first of type (“T”), however 182 Series Type AD’s and those applicable to earlier models i.e. “S”, “R” etc should be investigated for applicability until the model ‘T’ is identified in the relevant AD’s by the FAA and CAA. 8. Survey This aircraft G-IBZT being the first of type to be approved under this AAN, has been surveyed by the CAA In the particular areas examined during the survey the modified aircraft was found to conform with the standard recorded by this AAN. 9. Authorisation of Release to Service The following actions must be completed prior to the initial issue of a Certificate of Airworthiness. 9.1 Fight Test For G-IBZT being the first of type, a flight assessment must be carried out by CAA, and the outcome must be satisfactory to the CAA. 10. Approval Subject to the conditions of Section 6 above, this aircraft and any other of the same type completed to the same build standard is approved for issue of a Certificate of Airworthiness in the Transport Category (Passenger), provided that it conforms with the contents of this AAN, and is operated in accordance with the Flight Manual.
