This w ill help pr vide a uniform look for a ll FAA directives. Committee's Official Designation. The C mmittee·s offic ial d es ignation is the Drone Advisory Committee (DAC).
2. Authority. The Committee is established under the au thority of the U.S. Department of Tran portation (DOT), in accordance wit h the provision of the Federal Advisory Committe Ac t (FACA) as amended, Pub. L. 92-463 , 5 U .. C. App. Th Secretary of Transportatio n has determi ned that the establishment of the Committee is in the public interest.
3. Objectives and Scope of Activities. The objective of the DAC i to prov id independent advice a nd reco mm en dations to the Fed eral Aviation Administrati on (FAA) and to respond to specific task in gs received directly from the FAA . The advice. recommendations, a nd tasking relate to impro ing the efficiency and afety of integrating Unmanned Aircraft stems (UA ) into th e National Airspace S te rn. In re ponse to FAA requests. the DAC may pro ide the F A w ith information that may b used for ta c ti ca l a nd strategic planning purposes.
4. Description of Duties. The DAC wi ll act solely in an advisory capacit and \ ill not exercise program management respon ibilities. Deci ions directl affecting implementati n of transportation policy will remain with the FAA Administrator and th e ecretary of ransportation. The DA C will: a. Undertake only tasks as igned by the FAA.
b. Deliberat on and approve recommendations for assign ed ta sk in meetings that are open to th e public.
c. Respond to ad-hoc informational r quests from the FAA and or pro id e input to the FAA on th overall DAC structur (includ in g the tructure of ubcommitt and or ta sk groups).
5. Agency or Official to Whom the Committee Reports. The DAC reports to th e Secretary of the Department of Transportation (DOT) through the FAA Admini trator.
6. Support. The FAA will provide support as consistent with th e act , including fundi ng for th e Committee. For th e period of thi charter th FAA plans to utili ze contractual support to provide for logistics and administrative support.
Distribution: Electronic Initiated By : ANG-1 111 0.157 06/15/18 7. Estimated Annual Operating Costs and Staff Years. The FAA ·s annual operating costs to support the DAC for the period and scope specified by the charter is approximately $704.000.
which includes 1.0 full-time equivalent salary and benefits at $204.000. plus $500.000 in contractor costs.
8. Designated Federal Officer. The FAA Administrator, on behalf of the Secretary of Transportation will appoint a full-time Federal employee to sen 1 e as the DAC Designated Federal Officer (DFO). The DAC DFO will ensure that administrati ve support is provided for a ll activities. The Designated Federal Officer will: a. Ensure compliance with FACA and any other applicable laws and regulations.
b. Ca ll and a tt e nd all the committee and subcommittee meetin gs.
c. Formulate and ap pr ove. in consultation with the Chai r. all committee and subcommittee agendas.
d. Notify all Co mmittee members of th e time, place. and agenda for any meeting.
e. Ma intain membership records.
f. Ensure efficient operations, including maintaining itemized contractor invoices.
g. Maintain all DAC records and files.
h. Adjourn any meeting when doing so wou ld be in the public interest.
i. Chair meetings when directed to do so by the FAA Administrator.
9. Estimated N umb er and Frequency of Meetings. Committees will me et as follows: a. It is estimated that the DA C will meet three times a year to car ry out its responsibilities.
b. Meetings of the DAC will be announced in the Federal Regi ster at least 15 days before each meeting, unless exceptional circumstances require sho 1ter notice. Such circumstances w ill be explained in the notice. DAC meetings will be open to the public, except as provi.ded by section lO(d) of the FACA and applicable regula ti ons. The DAC will publish an annual report su mmariz in g activities held in closed or partially closed meetings. consistent with the policies of the Freedom of Information Act.
c. Anyone interested may attend committee meetings a nd appear before the DA C within reasonab le limits of space and time. Additionally, anyone interested may file written statements with the committee.
10. Duration. Subject to renewal every 2 years.
06/15/18 1110.157 11. Termination. The charter wi ll tem1inate 2 years after its effective dat e. un less renewed in accordance with FACA and other applicable regulations. If the DA C is term in ated. the FAA will give as much advance notice as possible of su ch action to a ll pai1icipants.
12. Membership and Designation. The FAA wi ll submit recomme nd at i on s for membership to th e Secretary of Transportation, who wi ll appoint members to the D AC. A ll DAC members serve at the pleasure of the Secretary of Transportation.
a. The DAC will have no more th an 35 members.
b. Members wil l serve without charge, and w ith out government compensation. The em pl oy ing organization bears all costs related to it s participation. Members must represe nt a partic ul ar interest of employment, education, expe ri ence, or affiliation with a speci fie avi at ion related organization.
13. Subcommittees. The DAC DFO bas the authori ty to create and di ssolve su bcommittees as needed. Subcommittees must not work independently of the DAC. They must provide recommendations and advice to the DAC. not t he FAA, for deliberation, discussion. and approval.
14. Record keeping.
a. The records of th e committee and subcommittee will be h and l ed in acco rd ance with th e General Reco rd s Schedule 6.2, or o th er approved agency records disposition schedules.
b. Meet in g minutes must be kept in accordance with GSA standards as published in 41 CFR Part 102-3 Subpart D - § 102-3.165.
c. These records wi ll be ava il able for public inspection a nd copying, subject to the Freedom of Information Act, 5 U.S.C. 552. The reco rd s. repo rt s, transcripts, minutes, a nd other documents that are made ava il able to or pro vi ded for or by the DAC are available for pub li c inspecti on at www.faa.gov/regulations_policies.
15. Filing Date. This charter is effective June 15. 2018. the date on which it was filed with Co ngress. Thi s Committee wil l remain in existence for 2 yea rs after this date unless sooner terminated or renewed.
