1 Statement of Work International Narcotics and Law Enforcement Section (INL) Bogota, Colombia Brand Name – Cessna 172 Aircraft 1. GENERAL This is a commercial item requirement conducted under FAR 12 Acquisition of Commercial Items. 2. REQUIREMENTS A. General Requirement: The International Narcotics and Law Enforcement Section (INL - U.S. Embassy, Colombia) requires two (2) Cessna 172 SP Skyhawk aircraft in passenger configuration with a model fabricated not earlier than the year 2000. The contractor shall provide all required labor, personnel, management, materials & equipment, etc. to supply INL Colombia/Colombian National Police with Cessna 172 SP Skyhawk aircraft. Only Cessna 172 SP Skyhawk after the year 2000 are acceptable. B. Specifications: • Aircraft Cessna 172SP SKYHAWK used in passenger configuration with a model fabricated not before year 2000, aircraft color white. The aircraft and all its components must be airworthy and ready for operations upon delivery. Aircraft with deferred maintenance, scheduled and/or repetitive inspections or operational limitations will not be accepted and must not have repairs to the beams, bulkheads or airframe that are or have been associated with air accidents. AIRCRAFT Manufacturer: CESSNA Model: 172SP SKYHAWK ENGINE Manufacturer: TEXTRON-LYCOMING Model: IO-360-L2A PROPELLER Manufacturer: McCauley Propellers: 1A170E / JH7660 1. The aircraft manufacture serial number (MSN) with their respective time since new (TSN), shall not exceed 7,500 hours. 2. Submit the bill of ownership of the aircraft (Bill of Sale) in its own name, duly notarized and apostilled, and if it applies, an owner authorization letter of the aircraft to market it. 2 3. The engine must be in a 2,000 hours TBO program, must not be in “on condition” or subject to any special inspection program. The engine must successfully pass the compression index, 8.50: 1, and without reports exceeding the manufacturer's established minimums. The engine must have all OEM (Original Equipment Manufacturer) original components and accessories, PMA (Parts Manufacturer Approval) products or alterations to the power plant are not accepted. 4. The engine must have a minimum availability of five hundred (500) hours of operation before the next Overhaul. 5. The propeller and its components will have a minimum of 500 hours before the next overhaul (OVH), must be OEM (Original Equipment Manufacturer) original components, PMA (Parts Manufacturer Approval) products are not accepted. 6. Provide the remaining useful life (Hard-time) of components and accessories of the aircraft. 7. At the time of the preliminary and subsequent inspection provide the following documentation: • Official Documents, Export Certificate of Airworthiness • Aircraft logbook • Engine Logbooks • Propeller Logbooks • Landing gears history • Modification & Service Bulletins status • Airworthiness directives Compliance list • Operator´s modifications –STCs – Engineering Orders • Structural Repair status • Serialized Components Installed on aircraft • Maintenance historical • Weighing Report • Standby Compass Swing report • Cockpit manuals 8. Upon delivery, the aircraft shall meet the airworthiness conditions required by the Colombian Civil Aeronautical or Aeronautical authority of the country where it is operating, and must perform the respective acceptance test flights of no less than one hour according to the manufacturer's instructions upon its arrival in Colombia or in the place where it is physically located at and in the presence of the technical committee; of which one will fly in the observer seat. 9. Provide all technical documentation; historical records (Logbook) updated to the delivery date of the aircraft, engines, propellers and other components as applicable or other certificates in accordance with aeronautical standards, along with the respective certification of any repair station that quotes its traceability and is free of accidents at the time of receiving the goods to satisfaction. 3 10. Provide complied with the mandatory service bulletins and airworthiness directives for each aircraft, engine, propeller and other components as applicable, at the time of receiving the goods to satisfaction. 11. Carry out the procedures and follow-up of the registration transfer to the new owner of the aircraft with the manufacturer CESSNA within a period of no more than thirty (30) days from receipt to satisfaction of the aircraft, where it stipulates the Colombian National Police as the new owner. 12. The fuel system must have the following specifications: • System: fuel injection • Total capacity: 56.0 US gallons • Total usable: 53.0 US gallons • Total capacity of each tank: 28.0 US gallons • Each usable total of the tank: 26.0 US gallon 13. 14. Optional seat belt: AmSafe seat belt airbag system. 15. The initial physical inspection visit will take place at the site where the aircraft and its documents are located, in order to verify that the installed elements correspond to those specified in the offer, and the different maintenance and aircraft records presented are correct. The technical inspector may submit technical and/or maintenance deficiency reports that will be made available to the offeror in a timely manner for correction and must be corrected in its entirety before any agreement to purchase. Note that the inspection visit is not an obligation to purchase of the aircraft being inspected. C. Aircraft Delivery: 1. Deliver the aircraft to the Colombian National Police (CNP) Aviation Base at Jose Celestino Mutis Airport, ICAO identifier “SKQU” and IATA identifier “MQU”, San Sebastian de Mariquita, Department Tolima, Colombia. 2. Contractor is responsible for all transportation of the aircraft, to the initial inspection and to the final destination in Colombia. 3. The delivery period is 180 calendar days After Receipt of the Award.
