SERVICE BULLETIN MANDATORY 1 of 11 SB 27-3459Recurring Inspection Exported under the authority of license exception: TSU. "These commodities, technology or software were exported from the United States in accordance with Export Administration Regulations. Diversion contrary to U.S. law prohibited." Raytheon Aircraft Company (RAC) issues Service Information for the benefit of owners and fixed base operators in the form of two classes of Service Bulletins. The first class, Mandatory Service Bulletins (red border) includes changes, inspections and modifications that could affect safety or crashworthiness. RAC also issues Service Bulletins with no red border which are designated as either recommended or optional in the compliance section within the bulletin. In the case of recommended Service Bulletins, RAC feels the changes, modifications, improvements or inspections will benefit the owner/operator and although highly recommended, Recommended Service Bulletins are not considered mandatory at the time of issuance. In the case of Optional Service Bulletins, compliance with the changes, modifications, improvements or inspections is at the owner/operator’s discretion. Both classes are mailed to: (a) RAC Authorized Service Centers. (b) Owners of record on the FAA Aircraft Registration Branch List and the RAC International Owner Notification/Registration Service List. (c) Those having a publications subscription. Information on Owner Notification Service or subscription can be obtained through any RAC Authorized Service Center. As Mandatory Service Bulletins and Service Bulletins are issued, temporary notification in the Service Bulletin Master Index should be made until the index is revised. Reason This Service Bulletin is being issued to provide safety information once more regarding usage of flight control gust locks on various Raytheon (Beech) propeller airplanes and to establish a recurring inspection to attempt to ensure continued compliance. C. Description Raytheon Aircraft Company is not aware of any accident of one of its aircraft caused by a failure to remove a properly configured and properly installed flight control gust lock. However, numerous accidents and casualties over the years have resulted from the failure of a pilot to remove an unauthorized or altered flight control gust lock prior to attempted takeoff. A review of the records from these accidents, dating back to 1975, has revealed that many of the accidents involved use of a make-shift gust lock that was not the one provided by Raytheon (Beech). In some cases, a common bolt or nail had been inserted through the hole provided in the control column for the flight control gust lock. Such a device does not meet the requirements for flight control gust locks as defined in 14CFR 23.679, which states in part: "If there is a device to lock the control system on the ground or water, (a) There must be a means to (1) give unmistakable warning to the pilot when the lock is engaged..." The approved Raytheon (Beech) Aircraft flight control gust locks, when properly installed and used in airplanes configured in accordance with the modifications established by the documents listed under References, provide a noticeable indication to the pilot that the flight control gust lock is installed, prevent movement of the elevator and aileron as called for in pre-flight procedures, and lock a combination of primary flight controls in positions that will preclude taxi and/or rotation. In addition, many of the approved flight control gust locks, when properly installed, prevent the starting of the engine. Unauthorized devices and improper installation of the approved flight control gust lock may not provide all these protections. Raytheon Aircraft Company has issued service bulletins in the past to modify the flight control columns so that the flight control gust locking device could only be engaged in the nose-down and/or roll input position. D. Compliance An Airworthiness Directive has been requested on the matter covered by this Service Bulletin. (1) Civil Airplanes Raytheon Aircraft Company considers this to be a mandatory inspection/modification and it should be accomplished no later than the next Annual/Phase 1 Inspection, as applicable, after receipt of this Service Bulletin, and at each Annual/Phase 1 Inspection, as applicable, thereafter. (2) Military Airplanes For compliance information on military airplanes affected by this Service Bulletin, contact the appropriate headquarters. E. Accomplishment Instructions This Service Bulletin shall be accomplished as follows: NOTE Should any difficulty be encountered in accomplishing this Service Bulletin, contact Raytheon Aircraft Company at 1-800-429-5372 or 316-676-3140 for commercial aircraft, and appropriate headquarters for military aircraft. A. Airplane Observe all Warnings and Cautions contained in the aircraft manuals referred to in this Service Bulletin. Whenever any part of this system is dismantled, adjusted, repaired or renewed, detailed investigation must be made on completion to make sure that distortion, tools, rags or any other loose articles or foreign matter that could impede the free movement and safe operation of the system are not present, and that the systems and installations in the work area are clean. The flight control gust locks provided by Raytheon Aircraft Company for its products are in compliance with federal requirements to provide an unmistakable warning to the pilot when the lock is engaged. When necessary or desirable to use flight control gust locks, use only the flight control gust lock assembly specified by Raytheon Aircraft Company in this Service Bulletin for that particular airplane. SERVICE BULLETIN SB 27-3459 10 of 11 Issued: September, 2002 MANDATORY When a flight control gust lock assembly is used, the lock must be correctly and fully installed, including any rudder pedal locks and throttle control locks. (1) Refer to Section 2.C. of this Service Bulletin and inspect the existing flight control gust lock to determine if it is the correct part number for the airplane. (a) If the part number of the existing flight control gust lock is the correct one for the airplane, proceed to Step (2). (b) If the part number of the existing flight control gust lock is not the correct one for the airplane, remove it from the airplane. The RAC approved flight control gust lock may be ordered through a Raytheon Aircraft Authorized Service Center or RAPID, in accordance with Section 2.C. of this Service Bulletin. (2) The following service publication documents were issued on the subject of Flight Control Gust Locks previously. Please review the list below to determine if any of these documents are applicable to your airplane. (3) Review the above documents applicable to your airplane as well as the airplane logbook to determine if your airplane is in compliance. Accomplish any applicable Service Bulletins or Service Instructions that have not been complied with previously. NOTE Copies of these documents may be obtained through the Raytheon Electronic Publications System (REPS) or from an authorized dealer.
