Applicability
The directive applies to Beechcraft 1900D aircraft with serial numbers UE176 through UE280, UE282, and UE284. It specifically targets those aircraft that have not had their propeller removed and re-installed since factory installation or have not had the propeller attachment bolts re-torqued.
Requirement
Operators of the applicable aircraft must check the torque of the propeller mounting bolts according to Raytheon urgent action letter number 52-0092. If any bolts are found to have a torque setting of less than 60 ft-lbs, they must be replaced before further flight. Bolts with torque settings of 60 ft-lbs or greater must be re-torqued following the manufacturer's procedures.
Compliance
Compliance with this airworthiness directive is required within the next 50 hours of time in service (TIS) following the effective date of the directive, which is 24 September 1997.
Background

COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY SCHEDULE OF AIRWORTHINESS DIRECTIVES Beechcraft 1900 Series Aeroplanes AD/BEECH 1900/19 Under Torqued Propeller Mounting Bolts 12/97 DM Applicability: Model 1900D aircraft (serial numbers UE176 through UE280, UE282 and UE284, that have not had the propeller removed and re-installed since factory installation or have not had the propeller attachment bolts re-torqued. Requirement: For applicable aircraft, the propeller mounting bolts are to be checked for correct torque figures in accordance with Raytheon urgent action letter number 52-0092, dated 22 July 1997. Mounting bolts with a torque setting of less than 60ft-lbs are to be replaced before further flight. Mounting bolts with torque settings of 60ft-lbs or greater are to be re-torqued in accordance with manufacturer’s procedures. Note: FAA AD 97-17-08 amendment 39-10111 refers. Compliance: Compliance with this directive is required within the next 50 hours time in service (TIS) following the effective date of issue of this directive. The effective date of issue of this directive is 24 September 1997. Background: The FAA has received reports that certain Raytheon model 1900D airplanes were inadvertently installed with under-torqued propeller mounting bolts. Three reports to date have discovered torque settings of 60ft-lbs or less which could lead to fatigue cracking of the bolts and possible loss of a propeller.
